Gates opened the CIA to gays twenty years ago. Perhaps we were already checkmated when that happened, and we didn't notice.

The CIA was (and still is) concerned about risk of blackmail. Ironically, openly gay agency employees do not pose the security risk that closeted gays do (or, for that matter, anyone who is living a “secret life” in any dimension: adultery, illegal drug use, DUIs, etc.).
