I believe HI states its form Certification is insufficient as proof of citizenship by one applying for certain HI programs - land grants if I recall correctly. If that is what HI states, then what HI BC form or documentation available to applicants would Joshua Wisch say is sufficient?
Perhaps the only other party who has timely enforceable “request rights” is the Congress via subpoena, and the proper documentation to be requested is “all birth documents whether by it or any state or foreign authority”?

This is so bizarre (as usual). Who would initially be annoyed that you had to provide a birth certificate? In 2007 he was annoyed?
The whole controversy only began(mid-2008) when it was noticed that he hadn’t supplied any birth information to any public source.
I believe it was the St. Petersburg Times that were the first (maybe only) newspaper to ask the Obama campaign to supply them with information. They were referred to the Daily Kos & Fight The Smears site.

This sounds like legalese and spin.
In fact, Wisch is stating the obvious. It's obvious that NO STATE will allow the release of the ORIGINAL birth certificate. They will always keep the original on file.
When requested, however, they release a copy of the original with a state seal on it. Don't even know why Wisch brings up a photocopy...that's never done. I think he's trying to confuse the issue.
