Imprisoned former Gov. George Ryan is known around the world for clearing Illinois Death Row in 2003 and imposing a moratorium on the death penalty.
But the governor who pardoned more than 200 people admitted in a recently released court deposition that he didnt understand the difference between two major types of pardons and that he was declaring a Chicago inmate innocent by the way he pardoned him . . .
