Yes, I agree they could have...but so many awful stories these days from England. They seem to have surrendered their heritage.
I met a couple from Cambridge last summer who bragged that English was the minority language in their town and “we try very hard to be multicultural”. Trying to be polite I said that I could still remember Richard Burton reciting “there will always be an England”. Then they discussed which European government gave it’s citizens the most money. I said “well it was the citizen’s money in the first place”. That brought deer in the headlights looks. Hopeless, too many years of socialism.

A) so they wouldn't be accused of racism for interferring;
B) only way they could even have a ghost of a chance of a conviction with incarceration is to have a body or badly bloodied victim.
