Report minimizes fears on California climate cap-and-trade system

California's effort to cap carbon emissions by gasoline refiners, utilities and other large polluters will have little impact on consumers and businesses in the state while creating up to 623,000 new jobs over the next decade, according to a new report.

Next 10, a San Francisco nonprofit group that supports green technology, estimated the state's cap-and-trade program will increase electricity costs by an average of 2.3 percent percent to 4.1 percent per household by the year 2020.

The forecast – which comes a week before the California Air Resources Board's will vote on whether to approve the new rules for its cap-and-trade program – provides a sharp contrast to industry arguments that the state's climate change law will destroy thousands of jobs and increase electricity bills by at least 20 percent.

"There's very minimal impact on the California economy and there's very minimal impact on energy prices," said F. Noel Perry, Next 10's founder.

"Businesses are not going to get up and leave (the state) because of cap-and-trade."

A key component of the state's landmark climate change law, the cap-and-trade program essentially places a ceiling on the amount of carbon emitted by the state's 500 largest polluters.

The program – which will begin operating in 2012 – allows companies that emit less carbon than their allowed amounts to sell their unused allowances to companies that pollute heavily, creating powerful market incentives for the companies to reduce emissions voluntarily.

State officials plan to take a go-slow approach by initially giving away the pollution allowances to companies for free, rather than selling them at auction.

Wishful thinking. They're already fleeing CA; this will just push the few that are left over the edge.

The good thing about all these CA laws is that they'll show the rest of the country what's wrong with these policies the same way MA has proven public healthcare doesn't work.

The bad thing is that we'll wind up bailing out CA.

And I thought that pot was still illegal in CA. They must have found a great medical source and are smoking it during their meetings. We shortly have illegal gardeners selling carbon credits for not trimming grass and trees.

The “623,000 new jobs” claim is of course wildly inflated. It’s also a given that whatever “new” jobs are eventually created will exist solely as a result of destroying a multiple number of existing jobs — e.g., outlawing offshore oil drilling but throwing many many tax dollars at ethanol subsidies.

Shouldn’t blatant lies about this be grounds for immediate loss of Non Profit status?? Or maybe this asswipe will put his money where his mouth his and personally pledge his and his Non Profit companies Assets to All Citizens harmed by this whacky law if their projections are off by more than 10%. Seems to me it would a good will gesture on their part in an effort to prove his point. anything short of that is a LIE.

Spain has stopped subsidizing all of their solar and wind ‘green’ projects. Why? They don’t work, cost jobs and just drain the treasury. You’d think that the few sane minds left in CA would take note but apparently there are no sane minds left.

I hope Californians are happy paying more for electricity (Regardless of the % increase) because of a false and fraudulent concept that human emissions of carbon is contributing to “Global Warming”. Oh well, they voted for Boxer, Brown and wild eyed feminist Attorney General and a liberal legislature which includes a dead person, so I guess voting for more energy costs because of a phoney concept fits the mold. What a bunch of looney”s.

PLEASE! California has many, many folks like me that don’t like what’s going on any more than you do. And it’s not like the rest of the country is so noble, having elected the Marxists that now run Washington. So stuff your “we’re not going to bail our California” mantra, it’s disingenuous. The truth of the matter is that with all of our problems, we still represent 10% of the country’s economy, we provide an overwhelming percentage of the country’s agricultural product, and sadly, we give the rest of you more of our earnings than you give back! In reality, there are only one or two states out there that could rightly claim to having to “rescue” California. The rest are, to one degree or another in the same boat. And so far as I can recall, the country has never “bailed us out” at any time in the past. So put a sock in it, or better still, offer some possible solutions!

"It really shows that there is tremendous support for AB 32," Perry said.

I would be surprised if 5% of Californians could describe the contents of AB32 or tell you what a cap and trade program is.

There used to be a time when newspapers exposed this kind of BS for what it is. Now they just rubber stamp the lunacy.
