Punchy is an interesting choice of words. It usually means drunk to the the point of being stupid. That seems to fit the context.
Could it be that Dear Leader Obama is resorting to excessive drinking of alcohol to deal with the stress of the office? He does seem to have a problem with performing in an office that is simply too big for his limited intellect and experience to cope with.

You know, Rush mentioned just what you said concerning Hannity’s sources telling him that the Kenyan has a meltdown about bad economic news. Rush didn’t discount it, but was surprised that bad economic news would make Obama angry. Afterall, Obama’s intention is to destroy the US economy.
