Sex assault a 'trade-off' in mental ward, administrator says

Milwaukee County's top mental health administrator intentionally houses female patients with men known to be dangerous "because the presence of women reduces the likelihood of the men being violent," according to a county supervisor's letter obtained by the Journal Sentinel.

John Chianelli, administrator of the county's Behavioral Health Division, told county supervisors during a closed-door session last month that segregating men and women would result in more violence.

"It's a trade-off," he said. "Putting 24 aggressive male patients into a male-only unit would increase the level of violence in the unit."

Chianelli's remarks came during a County Board committee called into closed session on April 14 to find out why there are reports of an increasing number of sexual assaults at the county facility, including the rape of a 22-year-old pregnant woman last summer.

And the County Board is still in the talking phase. This is the face of government controlled medicine.

A very good question.

This is the first I’ve heard of the situation. Where are the advocates (i.e. attorneys) for the poor/disabled?

I will be interested to see what the political reaction (and the conservative talk radio response) will be tomorrow. That administrator should be brought up on criminal negligence charges.

I think that the Soviets were known to do that too. They’d send a trainload of women prisoners to an all-male Siberian slave-camp, watch the fireworks, then remove and bury the female bodies.

That should answer your question. The Soviet Union is the role model for all of these groups - they can’t possibly see anything wrong in this.

Soooo, they are saying that to keep these men from being violent, they are offering up these women against their will to be the ‘relief’ by being raped.

I keep saying this, but I swear I slipped into an alternate universe back in 2008.

Sounds like the women need to be removed and the administrator needs to be locked in with the men for a while.

I’m guessing his own perversions are behind this.

It’s beyond belief, isn’t it? And the County Board, sitting around waiting for this maniac administrator to send them four page letters. The Board should be recalled. It wouldn’t be the first time. The voters of this county did it over the pension scandal in 2002.

Sadly, medically sanctioned rape probably won’t arouse nearly as much rage in the voter.

Pardon the crudity, please, Ma’am, but I think someone needs their balls nailed to the wall. Separate from their body, which should also be nailed up there as a warning to others.

This administrator is too stupid to understand, apparently, that rape IS violence.

The only possible answer. When you have a secure environment under 24/7 control, there is no excuse for either sexual assault or any other kind of violence. This a pervert playing games with people's lives.

It is bad enough that John Chianelli was ever placed in a position where he could manipulate human beings like this, but far worse that a county board of supervisors have not summarily discharged him over such malfeasance.
