The initial attention was because it was blocking, or at least interfering with where buses needed to turn. It also was running and had it's flashers going. I hope something like that would draw my attention. The guy I saw interviewed, the street vendor, was a very well spoken, and "clean cut", black guy. Not at all the image that you might have of Times Square street vendor. I was really surprised. He is also a Vietnam veteran, and might just have a bit higher than usual sense of "something not right", developed the hard way.

so... show us the video please.

It's out now. I found it underwhelming. But it's about all they've got at this point. Should have more later, unless the guy was a lot more careful (rubber gloves, everything wiped down, etc) than I suspect he was. He likely didn't bother since that sort of thing would have destroyed in the explosion/fire that he expected to happen.

I saw Duane Jackson on Fox this morning. I tend to agree with your assessment of his character. I’m still not clear about the other vendor, Lance Horton, who has also been credited with alerting.

It was parked at a wack angle.

The hazard lights sometimes indicate “I’ll be right back,” so he might have done that to make sure it was ignored for a while.

Shrapnel would be nails, BB-type lead or things that would blow out the back or sides, not ring-constrained metal objects below the dash.
