I suspect the lack of strategy rests 100% at 1600 Pennsylvania Avenue, not the Pentagon. I further suspect it's not even a priority at the White House. I believe Obama has decided it's no big deal if Iran has nukes and it wouldn't surprise me if the Pentagon leaked this to give the public a bit of a heads-up on that fact.
Obama has got all the use he needs out of Gates so he goes under the bus now.

Are you suggesting Gates would only develop these strategies if Obama gave him a direct order to do it? Gates would be a fool if he waited for orders. It’s his job to be prepared.

Obama doesn’t lack a strategy regarding Iran. The strategy is clear, let Iran get the nuclear bomb to counter-balance Israel, “the Zionist Entity”. Twenty years soaking in Jeremiah Wright’s hatred hasn’t gone for naught.
