I be that many of us are in total agreement with you re this being a Low Ball estimate.

Beside probably 5-10,000,000 jobs lost in the first year or so post passage, the loss of future jobs will be incredible.
No one will hire anyone.
Everyone will become and will hire consultants or people by the hour to do a job for each day they work.
Millions of Boomers failed to save or lost money during the meltdown. They will never be able to fully retire. So they will be glad to work for 2-3 days a week with no benefits at an hourly rate with no guarantees.
I see a business opportunity for the Popeil Pocket Surgeon.
