Auditors find misuse of stimulus money in Calif.

FRESNO, Calif. — Officials in the heart of recession-battered central California misspent about $1 million in federal stimulus funds that were supposed to help adults and teenagers find jobs, state auditors said Tuesday.

California's Inspector General Laura Chick said the Tulare County Workforce Investment Board used nearly $1 million in Recovery Act funds to pay for their own rent and utility bills, when the bulk of the money should have gone to finding youth summer jobs.

Ah, come'on. We all knew the "stimulus" funds were to stimulate bureaucracy, didn't we? Those are the folks who elected the 0 in the first place.

But lets's see what the score is now.
Money spent on trying to help youths "get jobs".
Youths no get jobs.

Why the need for this useless department?

Solution; FIRE THEM. Save taxpayer dollars for unemployment benefits, the money will get back into the economy faster.

Probably 90% of the Stimulant Cash was waste and fraud and abuse. The rest was still a waste.

The board’s executive director, Adam Peck, said Tuesday the agency was following Chick’s recommendations, but said he believed the $1 million figure was too high. He said that only about $550,000 in stimulus funds was spent on overhead, following guidelines laid out in a previous accounting procedure.

“It wasn’t as if we saw this as an opportunity to use stimulus funds to pay for our overhead,” Peck said. “We were using the allocation procedure we already had in place, and we had never received direction to do it differently.”

The report also found that out of the $6.8 million the board got from the federal government, only about $2 million had been recorded as spent due to accounting errors.

“The whole point of transparency in the Recovery Act is to be able to look at the books and have a clear picture of what the money is being used for,” Chick said. “In my mind, they have failed Basic Accounting 101.”

She said the overhead expenses at the Tulare County WIB were egregiously misappropriated.

“First of all, if you look at that as a percentage [of the total funds], that’s a huge chunk,” she said. “You just can’t do that.”

The expenses categorized as overhead by the report make up more than 20 percent of the total determined to have been spent out of the original $6.8 million awarded to the board.

On April 7, 2009, the California Employment Development Department (EDD) announced the distribution of approximately $8.97 million in federal American Recovery and Reinvestment Act (Recovery Act) stimulus funds to the Tulare County Workforce Investment Board. The funding is designed to help many unemployed Tulare County workers get back into the workforce. In addition, the funds will provide training for unemployed workers to help them secure jobs in high-demand industries of the future.

Adam Peck, Executive Director of the Tulare County Workforce Investment Board (TCWIB) added, “TCWIB is excited to use Recovery Act funds to invest in innovative strategies with proven effectiveness to put people back to work in high demand occupations.”

Youth funds ($3.96 million) will be invested in putting 1,800 at risk youth to work this summer on projects in communities throughout the County.

Typical.

Porkulus 1 had over 40 million stuffed in it to build a highway overpass specifically to connect two parts of the Microsoft campus in Redmond, WA which already have two existing overpasses within a mile of each other and the third under construction. I drive on this road everyday to work so like some sucker so I can help fund this all efficient use of our tax dollars. This project made Hannity’s 10 top ten out of the 100 most wasteful projects of the Porkulus.

40+ million spent and now its sitting only half complete. All construction halted. Either they completely went over budget aka the union labor sucked a big share of it for themselves (part of it to be passed back to democratic election campaigns this fall), or Christine Gregorie and the dems in Olympia found a creative way to shuffle some of the money to one of their other pork projects, and are now waiting for Porkulus 2 to refund it.

Pathetic! The bill wasted $787 billion, and they are only spotting $1 million in waste? What about the other $786.999 billion that was spent on political payoffs?

California had received $7 Billion by 12/31/09, so maybe $4 Billion was actually spent. Still, only $1 Million in fraud, waste and abuse? That’s a joke.

In our area they are repaving roads that didn’t need paving and doing other roads that should have been paid for by the town or city, not the feds.

Your point is well taken, though - all $800 billion is a slush fund to re-elect dems and a gigantic waste.
