When did this happen? In 2000-2001 I flew in and out of the country with kids several times.

Ease of a new identity and too many single parents would make enforcement impossible. Besides if you can find someone to get you new paperwork, incl passport, they can forge a notarized doc from the “other parent”.
It's rather ironic; people used to COME to the United States to seek santuary from tyranny, now we RUN from it.
