I guess you’d have to set aside a certain part of your budget for paying fines for things you inadvertently did, and try harder to be conscientious.

It would be easier for the locals, as they would have been practicing correct behavior all their lives. One thing about America’s relatively weak cultural norms is that we are not all practicing the same good manners consistently from childhood. I’d love to see a trend toward more courtesy and civility in our culture, but I’m not holding my breath.

I honestly don’t know if I would be happier or not in a tidy, classy, city with annoying, intrusive fines. I’ll likely never spend the money to go there and find out. I’ll be here, instead, trying to alleviate the truly onerous burdens which are government is weighing my children down with.

English speaking lands are near the top. Scandinavian speaking lands are near the top.

Most of the large countries have a minus (China, India, Russia, Indonesia, Brazil, Pakistan).

For Saudi Arabia, I expect the high figure respresnts 3rd world muslims who want to be near Saudi oil welfare and to Mecca.
