Sen. Jim Inhofe (R-Okla.) appeared on Fox News Channel this morning (see video) to discuss the unprecedented actions taken by Senate Environment and Public Works Committee Chairman Barbara Boxer (D-Calif.) this morning. According to Inhofe, ranking member of the committee, Senator Boxer reported out S. 1733, the Kerry-Boxer climate change bill, without one member of the minority party present, a clear violation of longstanding committee rules.
Soon after making his appearance on Fox, Senator Inhofe issued the following statement about Senator Boxers actions:
I am deeply disappointed by Chairman Boxers decision to violate the rules and longstanding precedent of the committee, Senator Inhofe said. The Republicans offered a clear path forward to a bipartisan markup, but it was summarily rejected by Chairman Boxer. Instead, she decided to ignore the entreaties of all 6 ranking members from Senate committees with some share of jurisdiction over climate change legislation, as well as leading moderates in the Senate. Her action signals the death knell for the Kerry-Boxer bill.
As was written recently, the Kerry-Boxer bill is bad policy that resembles the failed climate proposals of the past. It is time for a different approach, one that grows, rather than shrinks our economy, creates, rather than destroys jobs, and strengthens, rather than weakens our energy security. We can do this by encouraging development of all of Americas vast energy resources.

It would sure help if Senate Repubs didn’t roll over like whipped dogs and allow this type of thing to happen. Saying “I’m terribly disappointed ...” just doesn’t cut it. Bringing Senate business to a halt with disruptive tactics does. We are at war. The other side knows it and pulls no punches. Our side seems to think bleating is more than adequate.
When voters in PA, W VA, TN and other coal states go to the polls next year, I hope they will remember how the Democrats railroaded this bill through to ruin the economy with their bogus “climate change” bill.
And hopefully, CA will be the state that suffers most from its disastrous effects on business.
We the People need to storm the gates of Congress and take the damned place back.

It seems Boxer cited a provision in the rules she claims allows her to proceed as long as a majority of committee members are present. Not that I dont trust her, although I most certainly do not, but I thought a quick trip over to the EPW rules site for a look-see was in order.
Now, according to Rule 2 of the committee rules: [my emphasis]
At committee business meetings, and for the purpose of approving the issuance of a subpoena or approving a committee resolution, one third of the members of the committee, at least two of whom are members of the minority party, constitute a quorum, except as provided in subsection (d).
And it appears to be the language of subsection (d) that Boxer is attempting to play games with:
No measure or matter may be reported to the Senate by the committee unless a majority of committee members cast votes in person.
From a laymans reading, one would surmise that although the bill can be reported out of committee with a simple majority, at least 2 Republicans need be present to consider any amendments. In which case, Boxers decision to continue markup sessions without minority representation would be as illegal as it is unprecedented.
Interestingly enough, Boxers deployment of the nuclear option, as many Republicans are referring to it, didnt seem to bother Sen. Lindsey Graham of South Carolina the first Republican to endorse the bill. He and Senators Lieberman and Kerry just finished discussing the Bill before cameras, yet Graham said nothing about the Democrats impropriety. As it was, after all, his inexplicable turncoat actions that enabled Democrats and the MSM to stamp the now meaningless label bi-partisan on this disastrous legislation, surely something should have been said about this breach in EPW rules.
Prior to gaveling out for todays lunchtime recess, Boxer repeated numerous times that she intended to abide by the rules.
The question is: Whose rules those of the committee or those of the climate-hysterics currently controlling it?

Hey Inhofe, why don’t you just say it - if you’re deeply disappointed you have not been paying attention for the last few decades as Dems have walked all over you R’s, almost always as you allow them. At least have the cajones to admit the Dems do this BECAUSE YOU ALLOW THEM and refuse to get dirty.
When the GOP grows a spine, holds the Dems feet to the fire, stops giving up power even when YOU are handed control and responsibility, we might stop targeting you and all the other RINO’s in DC.

No matter how the elections turned out, the only thing that was going to happen was that the 'Rats would use their sizable majorities to speed things up. Think about it. If the 'Rats had won, they'd be saying, see, the people agree with us, we've got to speed things along. If they lost, they'd be in even more of a hurry because they know their window of opportunity was closing and they'd have to ram through as much as they could before it got harder to do so.
Everyone here needs to know that the 'Rats, if nothing else, understand politics. It literally is war without a physical fight. When an advantage presents itself, you pounce. And they believe in the Alinsky-Sun Tzu rules. You don't negotiate with your enemy, you destroy him. You don't play nice, you play rough and dirty if necessary to win. You only talk about "bipartisanship" if it strengthens your hand and/or weakens the hand of your opponent. When you have the upper hand, you push it and push it as long as you have it until your opponent breaks. If the 'Pubs ever regain a majority, I hope they remember this. But something tells me they either won't, or won't put what they've learned to good use.

Senator Jim Inhofe is the ONLY Senator who has been fighting Cap and Trade since the early 90’s and you have the nerve to tell him to grow a pair.
You don’t have a clue about Senator Jim Inhofe who backs down to no one. Your post is so far out of line that I am having trouble replying without going through the roof.
I am part of Jim Inhofe’s base along with a lot of other Conservative Republicans in Oklahoma who supported our Senator by overwhelmingly electing him back to the Senate to fight things like Cap and Trade.
Why don’t you do some homework before going after Inhofe — asks 99% of the conservatives around here and they will tell you the same thing that Inhofe is one of the few in the Senate that you can always count on to be Conservative.
You have just highlighted some of the problems on here with some posts in the last year. Tar and feathering a good conservative should make all of us wonder about your post.

What is Inhofe’s planning on doing against Boxer and her blatant breaking of long established committee rules?
You may be satisfied with him being deeply disappointed, many of us believe the time for niceties and well worded press releases are over; this is a war for our country and those who do not get that deserve what they get.
Inhofe has spent years talking. Talk has got him a cookie and a cup of coffee in the Green Room at Fox. We continue to get screwed as the Dems push through their agenda whether they are in power or not.
While it’s nice to see the GOP ban together and boycott this committee vote, in the end their action was futile now wasn’t it? The Dems once again take the rules of the Senate and ignore them, and we are supposed to jump up and down and be thankful Inhofe is disappointed?

Has Inhofe not been part of power sharing agreements or establishing committee rules? Does he not have enough experience in the Senate to know the very rules he helped establish mean nothing to the Dems? Boxer knows she can get away with anything and we know the GOP will let them.

Any Senator has recourse if they find another Senator breaking rules, yet all we hear is the “deeply disappointed” crap we’ve heard for years.

I saw Inhofe early this morning on FOX.
There are some folks who have personal problems when they take Inhofe and other good Republicans and lump them in with the circle of Snow & Collins group.
Too many have drank the kool aid with the all Republicans
and Democrats are all alike.
That is for sure. I think most Conservatives understand the difference between an Inhofe, Coburn, DeMint, Sessions and others. I keep posting on here that to throw out all incumbents is wrong because I happen to really like my two Senators Inhofe and Coburn.
