In its 2008 annual report, the DCD goes so far as to proclaim this district as being "responsible for the economic turn around that the Downtown area has experienced in the last two decades."
Chicago's loop was closed to traffic and made into a mall in the 80's.
The mall was dug up and the streets were opened to traffic again in 1996 - this is the single biggest reason for the loop revival.
