Republicans on the Senate Environment and Public Works committee will boycott the markup of the Kerry-Boxer climate bill if Chairwoman Barbara Boxer tries to take it up next week.
The seven Republican members on the committee met on the Senate floor last night and unanimously agreed to a boycott, according to Republican aides.
Boxer told POLITICO on Thursday that she plans to mark up the bill on Tuesday, scheduling that requires noticing the hearing on Friday. As of noon, no notice had been issued.
Democrats have a 12-7 majority on the committee, so Boxer doesnt need any Republican votes to pass the bill. But she does need them to show up to the markup. EPW rules require that at least two Republicans be present to move forward with the legislation.
The boycott effort is being led by the two most moderate Republican members on the committee: Sens. George Voinovich of Ohio and Lamar Alexander of Tennessee. Both have expressed interest in passing a climate bill but say they are unlikely to back the draft sponsored by Boxer and Massachusetts Democratic Sen. John Kerry.

Carbon Tax, Cap & Scam Ping - (POGW)
Lindsay Graham will be saddened by the news.
I call it Crap and Tirade.
What are EPW rules?
Why couldn’t the Republicans do that on healthcare?
What arrogant liberal California Senator most needs to be voted out of office?
Screw Mr. Shamnisty!
Kudos to the two who are leading the boycott.
If I was a republican house or senate member I would introduce an amendment to each of these bills that would call for Mandatory Drug Testing for all members of congress because they have got to be smoking something.
It's hard to trust the GOP with anything.
Agreed, I’m emailing them this.
Who else is on that committee?
Senator Voinovich:
I am writing to you today as a citizen of this great nation to applaud your effort to gain more information about the cap and tax bill that Senator Boxer would like mark up next week.
I understand that you want more information from the EPA, but the choice is clear; this bill will do nothing but damage our frail economy further. There have been several Wall Street Journal articles that break down the increase in expense to an average family between $2,500 and $5,000 a year. To me, that is two years vacations, and other items that my family needs to be able to live, enjoy life, and even help maintain a strong, American economy.
In an era where government regulation has caused food prices to sky rocket in a product shift to bio-fuels, why do we need more government meddling to solve a problem that doesn’t really exist in man made climate change? As a sportsman and outdoor enthusiast, I believe in preserving our environment, but should we do this at all costs, especially when it’ll hurt the ability of American citizens to live as freely as we currently do?
“Those who will sacrifice freedom for security, deserve neither.” - Ben Franklin
Our founder was correct, and we cannot allow any form of cap and tax to pass, as it will offer no additional security, but only at a far greater cost. After all, as the wife’s tale says, Mother Nature is a woman and she does what she wants.
Thank you for reading this message and please continue to oppose these oppressive regulations.
Sincerely,

Boxer and the Dems will change the rules so they don’t need 2 Pubbies.
It’s what they do.
Good! They need to hear loud and clear. Especially a bill sponsored by those two. Eeeeyuk.
Ditto that question! If committee pubbies had refused to show there would be no health/cap & trade bill to be jammed down our throats with reconciliation?
why is it 12-7, dims to pubs? They dont have that large a majority.
Unfortunately, yes, they do. 60% of 19 is 11.4.
Kinda hard to argue with your math, damn. Well, I blame all the senior citizens who supported him. They’ve been around long enough to spot a commie.
This is too funny — Sen Inhofe has company from at least one unexpected source — Voinivich!
Boxer qualifies for the .4
Boxer has a conservative candidate running against her in California: His name is Chuck DeVore (naturally the RNC is pusching for the more liberal candidate Carly somebody who was in the running as McCain’s VP before Palin) - let’s get to work in California to elect Chuck DeVore!
