Oct 30, 2009 (CIDRAP News) – Ukranian officials today shuttered schools and banned public meeting for the next 3 weeks in the wake of a spike in pandemic flu and the country’s first H1N1 deaths, which have sparked speculation that the disease has become worse in some patients or that another pathogen is circulating.

Prime Minister Yulia Tymoshenko announced that the spikes in virus activity were affecting three parts of western Ukraine where large number of respiratory illnesses have been reported since the middle of October, Reuters reported today.

She said the emergency order banning public events also applies to political rallies. She is running as a candidate in the presidential election against other candidates, including current President Viktor Yushchenko. Both candidates have cancelled election events.

Yuschenko told reporters that 11 people have died of pandemic H1N1 infections, though the health ministry said it has confirmed only 1 death, according to the Reuters report. The National Radio Company of Ukraine (NRCU) reported that two labs have confirmed 11 pandemic H1N1 cases, but it didn’t mention the number of deaths.

Meanwhile, Polskie Radio, based in Warsaw, reported today that more than 2,000 people have been hospitalized and that 33 had died from an unknown virus in the Ukraine. The report said Polish health officials are monitoring the outbreak.

Though authorities in Poland have not ordered border closures, they are advising those traveling to the Ukraine about how to protect themselves from the flu.

The report identified the hardest hit areas as the Ternopil, Ivano-Frankivsk, and Lviv regions.

UPDATE - As 81,000 are diagnosed with flu in Ukraine and over 2,000 hospitalised, Poland’s health authorities are monitoring the outbreak carefully and ready to tale emergency measures.

The Chief Sanitary Inspectorate (GIS) is monitoring Polish-Ukrainian border crossings. “People who are travelling to Ukraine are being informed about the flu hazard and instructed how to protect themselves against it,” says Tomasz Miszczak from GIS.

Ukraine’s health minister has announced a state of emergency after thirty-three people died from an unknown flu virus in western Ukraine, near the Polish border.

Almost 1000 people, mainly from the Ternopil, Ivano-Frankivsk and Lviv Regions, infected with the virus have been hospitalized, including almost 500 children. Hundreds of people have been referred to medical centres and clinics with flu symptoms.

Earlier, Poland’s health hinister, Ewa Kopacz, announced that Polish-Ukrainian border crossings might be closed if the flu virus turns out to be dangerous for Poles. She added that at the moment there is no need to do this.

Border traffic is getting heavier as Poles visit their relatives’ graves in Ukraine to celebrate All Saints’ Day. (mg)

Ukraine’s health minister has announced a state of emergency after thirty-three people died from unknown flu virus in western Ukraine, near the Polish border.

Schools have been shut and people have been asked to avoid public places. The Polish-Ukrainian border has not been shut yet but Poland’s Health Minister Ewa Kopacz is considering closing border crossings if the virus turns out to be dangerous for Poles.

Almost one thousand people, mainly from the Ternopil, Ivano-Frankivsk and Lviv Regions, infected with a virus have been hospitalized, including almost 500 children. Hundreds of people have been referred to medical centres and clinics with flu symptoms.

Preliminary tests have shown that eleven, out of thirty-three fatal victims, have died from swine flu.

“Unfortunately, we have to state that an an A/H1N1 flu epidemic has in fact started in Ukraine,” said Kniazevych at a press conference. Ukraine’s Health Ministry is planning to impose quarantine in the whole country.

The news has caused a panic in Ukraine. People are buying up anti flu medicines, vaccines and masks. As Ukrainian chemist’s’ are running out of stock, some Ukrainians are going to Poland to get necessary medications. Ukrainian hospitals, which are being stormed by people, will probably have to ask medicine students for help. (mg)

According to him, in response to this letter, 12 countries have expressed willingness to provide such assistance.

Tymoshenko urged Ukrainians to carry all the medical masks
According to the Prime Minister, local authorities must ensure that the sale or free distribution of medical masks. Kiev - The death toll from a swine flu outbreak in Ukraine rose to 34 on Saturday, as the government announced new measures to control the spread of the virus.

Two of the victims were infants, Health Minister Vasyl Kniazevych told Channel 5 television.

As of Saturday morning, the flu was thought still to be limited in to the country’s western provinces, but because of the number of suspected cases, a spread was likely, he said.

‘The country must prepare for a wider outbreak,’ Kniazevych said. ‘Its direction of movement is towards central Ukraine.’

More than 80,000 people in the swine flu outbreak area were registered with authorities as displaying possible flu symptoms, but because of the similarity of swine flu symptoms to those of common flu, health workers were struggling to estimate the extent of the swine flu’s spread, Kniazevych said.

‘We had a problem with identifying the (swine flu) antibody in flu sufferers,’ he said. ‘There is a mass of work we have to do.’

Panic purchasing of flu remedies, surgical masks, and even citrus fruits took place in most major cities in the former Soviet republic, 1+1 television reported.

The epidemic stopped recruitment

“Because of the complex of sanitary-epidemiological situation in the country for two or three weeks to stabilize the situation, stopped sending recruits from the military units and formations of the Armed Forces of Ukraine”, - he said.

According to Melnikov, among other measures aimed at preventing the spread of military units MAT influenza and other acute respiratory viral infections, a ban on the dismissal of military personnel outside the military units.

“We also take quarantine measures, examining servicemen who returned to the military units from holidays and business trips from the western regions of the state”, - said Melnikov.

MOSCOW - Ukrainian President Viktor Yuschenko says that 48 people have died of flu in the ex-Soviet nation and tens of thousands have been infected.

He did not specify the type of flu and added that almost 5,000 were hospitalized and 154,200 people were sickened, according to the transcript of his speech on his Web site.

Yuschenko said Friday that 11 Ukrainians died of H1N1 flu as the country closed schools and banned cinema showings in a bid to stop the epidemic.

Health officials, however, provided much lower figures.

Health minister Vasily Knyazevich said Saturday that one person has died of swine flu, and 13 were infected, RIA Novosti news agency reported.

The outbreak began in the western Ternopol region. Ukrainian media reported severe shortages of anti-flu medication and masks in pharmacies.

The World Health Organization said last week that about 5,000 people have been reported as having died from swine flu worldwide.

The figure is considered an underestimate, since most countries have stopped counting individual swine flu cases.

Ukraine residents emptied pharmacies of masks and flu medicines on Saturday after the government ordered a three-week closure of schools and cinemas to combat swine flu.

In Lviv in the western region, some pharmacies ran out of flu medicines and masks on Saturday after worried customers made bulk purchases.

Residents complained pharmacies were profiting from the panic.

“Look at the lines there, how much medicine they’ve sold and how much they’ve put prices,” said pensioner Maria Teodorovich. “People are buying up everything they see.”

In Kiev, residents said flu medicines were hard to find.

“I’ve been to so many pharmacies and can’t find medicines anywhere. And flu is on its way,” said pensioner Yelena Mikhailova, covering her face with a paper tissue.

Ukraine has 13 confirmed cases of swine flu and four people have died, the country’s chief sanitary doctor, Olexander Bilovol, said in televised comments on Saturday.

President Viktor Yushchenko gave far higher figures for overall flu infections Saturday, saying that 48 people had died and more than 150,000 people have been infected, the Interfax news agency reported.

In the country’s western region, there have been 36 deaths from a type of pneumonia, Bilovol said. It has not been officially confirmed whether the deaths were linked to swine flu.

On Saturday, the medical chief of the armed forces, Pyotr Melnik, announced that military conscription will be halted for two or three weeks because of swine flu, the RIA Novosti news agency reported.

Prime Minister Yulia Tymoshenko on Friday ordered a three-week closure of Ukraine’s schools and cinemas in the toughest measures adopted yet to combat the swine flu virus in Europe.

In Lviv, public service workers such as trolleybus and tram drivers donned masks, as did many young people, although some didn’t take the panic seriously.

“I’m wearing a mask more for fun. All my classmates are wearing them, so I am too,” said Andrei Kvas, a 20-year-old student, whose university had stopped classes because of the epidemic.

Deputy Tymoshenko ordered to sell drugs for influenza on prescription only

Quoted by the Interfax news agency, Yushchenko said the epidemic was spreading at a furious pace, with a total of 48 deaths and around 150,000 people sick.

The president said that alone in Lviv region in the country’s west, more than 60,000 people had been infected with the H1N1 virus.

All schools, kindergartens, and universities were closed for a three-week period on Friday. A ban on massed gatherings - forcing the wholesale cancellation of concerts and political rallies - was also in effect.

Ukraine’s national security council also approved the equivalent of 55 million dollars in emergency funding, for swine flu control, and earlier Saturday the Ukrainian government announced new measures to control the spread of the virus.

Health Minister Vasyl Kniazevych told Channel 5 television that the flu was thought still to be limited to the country’s western provinces as of Saturday morning, but because of the number of suspected cases, a spread was likely.

‘The country must prepare for a wider outbreak,’ Kniazevych said. ‘Its direction of movement is towards central Ukraine.’

More than 80,000 people in the swine flu outbreak area had registered with authorities as displaying possible flu symptoms, but because of the similarity of swine flu symptoms to those of common flu, health workers were struggling to estimate the extent of the swine flu’s spread, Kniazevych said.

‘We had a problem with identifying the (swine flu) antibody in flu sufferers,’ he said. ‘There is a mass of work we have to do.’

Panic purchasing of flu remedies, surgical masks, and even citrus fruits took place in most major cities in the former Soviet republic, 1+1 television reported.

The swine flu deaths thus far have been limited to the nine western provinces, most along the borders with Slovakia, Poland, and Romania.

Shortages of over-the-counter medicines used to treat the common flu were reported as far away as the eastern city Zaporizhia, some 900 kilometres from the epicentre of the outbreak.

Prime Minister Yulia Tymoshenko was scheduled to hold an emergency meeting with regional health officials Saturday, to discuss new disease control measures.

Invoking a rarely-used law allowing the state to take temporary control of private property, Tymoshenko declared all health-related organizations in the country, including privately-owned health clinics and hospitals, to be ‘directly subordinate’ to the government, effective immediately.

The government would pay particular attention to medical supply retailers, to head off artificial goods shortages and price gouging, she said, in comments reported by the Unian news agency.

Retail price spikes of as much as 300 per cent for cold and flu remedies have taken place in recent years in Ukraine, during avian flu outbreaks.

Tymoshenko claimed privately-operated chemists in the country were ‘absolutely supplied in full volume with all necessary medical supplies,’ contradicting spot reports of shortages.

Trains operated by the national railroad Ukrzhelesnitsiya were running according to schedule, but staff were ordered to wear surgical masks, and instructed to report passengers who appear to have flu symptoms.

Medical personnel aboard ‘every passenger train’ were available to provide first aid to potential flu sufferers, and would report people treated to the Health Ministry, according to statement on the Ukrzhelesnitsiya website.

Traffic in Ukrainian airports and intercity highways meanwhile appeared to be at normal levels despite a call by Tymoshenko for Ukrainians to avoid long-distance travel if possible.

Traffic police and airport security personnel have been briefed to screen travellers visually, Tymoshenko said.

On this today, UNIAN reported in the press service of the Ivano-Frankivsk regional state administration.

According to the leaders of the General Directorate of Health Governor, in no laboratory confirmed cases of illness in the “California flu. Tests for such a diagnosis is sent to Kiev and abroad.

Similarly know is that six of the dead were not abroad, and none of them are residents of Ivano-Frankivsk.

As UNIAN reported earlier, of today in Ivano-Frankivsk region of an unidentified virus had died 8 people.

Medical care since the beginning of the epidemic turned 24 thousand 90 patients, of whom 45% - children under the age of 14 years. Were 1,293 hospitalized patients. Over the last day for assistance, please contact 6 thousand 566 inhabitants of the province (of which - 2 925 children). Of these, 231 patients hospitalized persons (of them - 68 children). Now in anesthesiology and intensive care unit is 37 people (among them - 5 children), 5 pregnant women are receiving mechanical ventilation. State of such patients is stable, there is no threat to life.

At Prykarpattya established a working group, which monitors the situation with the provision of pharmacy network of essential drugs and remedies, as well as price controls on them.
