For more than two hours on a dark Saturday night, as many as 20 people watched or took part as a 15-year-old California girl was allegedly gang raped and beaten outside a high school homecoming dance, authorities said.
As hundreds of students gathered in the school gym, outside in a dimly lit alley where the victim was allegedly raped, police say witnesses took photos. Others laughed.
"As people announced over time that this was going on, more people came to see, and some actually participated," Lt. Mark Gagan of the Richmond Police Department told CNN.
The witnesses failed to report the crime to law enforcement, Gagan said. The victim remained hospitalized in stable condition. Police arrested five suspects and more arrests were expected.
So why didn't anyone come forward?
Criminology and psychology experts say there could be a variety of reasons why the crime wasn't reported. Several pointed to a problematic social phenomenon known as the bystander effect. It's a theory that has played out in lynchings, college riots and white-collar crimes.
Under the bystander effect, experts say that the larger the number of people involved in a situation, the less will get done.

Carberry said witnesses can be less likely to report a crime because they reinforce each other with the notion that reporting the crime isn't necessary. Or, he says, witnesses may think another person in the crowd already reported the incident. The responsibility among the group becomes diffused.

It constantly amazes me that people will scream and protest that our troops are in harms way at war. We lose more people in our own country every day than we lose at war a month. At least we send them into harms way with armor, weaponry, intellegence, a plan, and plenty of ammo. We should care so much about our children. I say, if you love your kids, send them to Iraq or Afghanistan, at least they will be equipped for battle.......prayers for all families affected by domestic terrorism..

Sadly, if the bystanders were also minorities, they were either thinking one of two things. They may have been thinking “Don’t snitch” or they may have been thinking “Hurry up so I can get me some too.”
Sadly, the people who inhabit these really grimy slums aren’t just people down on their luck, they are total zombies morally. They will literally steal shoes off a child just to hock them for a couple of bucks.
Since they stood around watching a girl get gangbanged, I guess stealing shoes off a child is a step up for them.

What was the race of the girl? If she was white and the rapists are Mexican, why is this not a hate crime? Hate Crime laws only apply when a white is the criminal—not the victim.
The racial makeup of the city was 36.06% black or African American ,26.53% of the population were Hispanic or Latino, 21.36% white...
That sure isn’t the way I was raised! Standing back and letting evil continue makes you just as guilty as anyone involved!
I also heard this girl was waiting outside for a ride from one of her parents to go home. Where the heck were they? 2 hours late?
What a sad state we are in when people won’t step forward & are too busy recording & sending cr@p like this to their friends & over the internet. At least the police are able to use the videos to arrest people. Prayers for the girl.

It should be unbelievable that there could be 20 low lifes in one place who would participate in this sort of behavior that is beneath the animals. But it’s no longer unbelievable.
And yes, ethnicity does matter. The rapists in this short of crime should be studied from every angle to determine what in their backgrounds enabled them participate in this.
I would like to think there was a time people would have drawn weapons and killed those animals, but it would have had to be a long time ago. Sheeplike apathy among citizens of this country has existed for most of my lifetime (Remember Kitty Genovese?). Now we have a jaded, population who watch such stuff on television for entertainment, and a political class who gets more outraged by any willful, independant behavior among the law abiding than the depredations of urban barbarians. Today, one could actually get jail time for offing one of those mutants.
If the police have no duty to protect (and they don't), then the general public does not, either. "Failure to act" is not a crime, period. The bystanders cannot be prosecuted.
They have become the perfect leftist products. They have become sheep. This is the logical end of the leftwing education system coupled with far left Hollywood and this idiot culture. They took away God, then any morality, then they preached against judging people.
The bystanders were just following the teachings of the Church of Tolerance by not judging these perverts lifestyle choices. They might have complained if someone didn’t use a condom though.

I recently bid and won a construction project in Richmond. We hired armed guards to protect our equipment, even kept them around during daylight hours. I think I’d have felt safer working in Afganistan.

If so, then your statement is racist, and a much milder suggestion is probably best.
I don’t know that anyone should have tried to play hero and intervene in this situation. There were probably twenty and more people on that scene at any give time. Probably several of them armed with various knives and guns. But someone should have left the scene and contacted the police.
Is there a particular California Penal Code section that applies?
All reports indicate the girl and the attackers were Mexican. The only thing that bothers me about this story is that they are here.

The only question it would have raised in my mind is “Which one do I shoot first?”
Well, in this particular California city, will it be permissible to check Manuel Ortega’s citizenship status? That’s such a touchy subject in the former Golden State.
