Yup. He gets to push the button. And then he gets a good long lecture about hiking alone with nobody knowing where he is. Losing his arm is punishment enough: the bill for the rescue would be double-jeopardy.
I thought more about these units overnight. I think one-time-use at a cost of $1000 apiece, with mandatory evacuation, will discourage misuse.

We need to have a little chat about what constitutes a "free market", vs. "statute ... requires ... compulsorily".
Actually, a lot of people on this thread need a reminder of what “free market” and “liberty” mean.
The solution is simple: you push the button, the rescue team sends you a bill. The lawyers for the manufacturer of the device will quickly realize they need to include a simple warning/disclaimer reminding users about the financial consequences of using the device. A few will be surprised nonetheless, word will get around, and the problem will largely fix itself. No need to get legislators involved, no funny business about mandatory fees or evacuations, etc. - just straight-up “you push the button, you pay the bill”.

‘Tis true: in this case there is some legal compulsion: in this case the compulsion to insure against 3rd party loss, just like you do for automobiles in some states and provinces, or just like you do when taking out a mortgage.
Very few free markets operate completely free of legal constraints.
