'In keeping with the administration's proactive approach" to swine flu, the White House has announced that President Obama has declared the disease "a national emergency."

It's the second such declaration, with the first in late April. And in case you didn't know what "proactive" meant before, now you do: "hysterical."

Just nine weeks ago, the President's Council of Advisors on Science and Technology issued its report with a "plausible scenario" of 30,000 to 90,000 deaths peaking in "mid-October." It's now late October and past time for a reality check.

The Centers for Disease Control and Prevention no longer release specific swine flu case or death numbers, so the agency merely said Friday that it had killed more than 1,000 Americans and hospitalized over 20,000 in the almost seven months since the outbreak began.

The Web site flucount.org, basing its figures on media reports, lists about 1,100 deaths. The FluTracker Web site (flutracker.rhizalabs.com) counts a much higher toll, above 2,800.

But even that largest figure is about the number of Americans the CDC estimates the seasonal flu kills every 10 days during the season, specifically 36,000 deaths and 200,000 hospitalizations annually.

Obama Declares H1N1 Influenza National Emergency

WASHINGTON, Oct. 26, 2009 – President Barack Obama signed a national emergency declaration on H1N1 influenza over the weekend to accommodate American health care facilities’ ability to address the pandemic.

“By rapidly identifying the virus, implementing public heath measures, providing guidance for health professionals and the general public, and developing an effective vaccine, we have take proactive steps to reduce the impact of the pandemic and protect the health of our citizens,” the president said in his proclamation Oct. 24.

Health and Human Services Secretary Kathleen Sebelius has twice declared a public health emergency due to the H1N1 strain. The first came July 24, and the most recent was Oct. 1.

“As a nation, we have prepared at all levels of government, and as individuals and communities, taking unprecedented steps to counter the emerging pandemic,” Obama said. “Nevertheless, the 2009 H1N1 pandemic continues to evolve. In recognition of the continuing progression of the pandemic, and in further preparation as a nation, we are taking additional steps to facilitate our response.”

The declaration grants authority to the Department of Health and Human Services to waive legal requirements and gives medical facilities the ability to set up alternate care sites, modify patient triage protocols, alter patient transfer procedures and other actions to employ disaster operations and relief, Pentagon spokeswoman Rene White said.

Temporary waivers are petitioned to HHS by the individual medical facilities under Section 1135 of the Social Security Act. Although the president declared the pandemic a national emergency, waivers still require specific requests to HHS, and some state laws may need to be addressed, according to a White House statement released yesterday.

“The H1N1 [pandemic] is moving rapidly,” White said. “By the time regions or health care systems recognize they are becoming overburdened, they need to implement disaster plans quickly. Adding a potential delay while waiting for a national emergency declaration is not in the best interest of the public, particularly if this step can be done proactively, as we are doing here.”

The most recent examples of a U.S. president granting the Section 1135 waivers was in the aftermath of Hurricane Katrina in 2005, Hurricanes Ike and Gustav in 2008, the North Dakota flooding in March and as a protocol for January’s presidential inauguration.

Although thousands of U.S. servicemembers were called to duty in these events, the Defense Department does not anticipate a major call up of forces due to the H1N1 , White said. However, the department is prepared to respond if needed.

“At this time, the Defense Department is evaluating the impacts the president’s declaration has on [Defense Department] H1N1 operations,” she said. “One of our first priorities right now continues to be vaccine availability and distribution – first protecting uniformed personnel, deployed [personnel], training sites, ships afloat and submarines, as well as our health care personnel.”

While I agree with YOUR sentiments 100%, please be aware that FUBO is cooking the books in order to get the death numbers he DESIRES.

I have been hearing reports from around the country that everyone who tests positive for regular influenza is ORDERED by The Centers for Disease Control to REPORT them as H1N1 cases. Even in the face of actual lab tests certifying them as having regular flue, they are REQUIRED to report them as H1N1 cases!

I can guarantee 2 things:

1) Obamao is faking this flu to leverage Federal power.

2) There is a killer plague coming down the line that Obamao will do nothing about (except maybe assist it in killing us).

This is where zero’s message of ‘HOPE’ rings true. He and the world health organization are HOPING and praying we have a pandemic so he can institute marshal law and absolute power... sounds crazy right? you tell me whats crazy and whats not these days.

In Australia and New Zealand, flu season has ended and almost all cases were swine flu. Yet even without a vaccine, those countries have reported significantly fewer flu deaths than normal.

Worldwide in seven months, swine flu has claimed almost 5,000 people, according to the World Health Organization, at the low end of the range the agency estimates die from seasonal flu every seven days.

I am not a big fan of the World Health Organization but who do you believe? 0ba-Mao or the WHO?

Not sure what to make of any flu info.

Some talk people, like Rush and Jon Stewart, aren't getting the flu shot and don't seem to trust what they're hearing from the government.

I listen to local talk radio and heard some in the medical profession, docs and nurses, call in and share their experiences with the H1N1 virus and with the government. What they say is a bit scary...but are they real or actors?

Who can you trust?

Has anyone been following the distribution of H1N1 vaccine? It’s not going well even though Sibelius said it will get better. Is this a premonition of Obamacare? People waiting in lines, trying to find out when and where there will be vaccine available. The interesting thing is that this vaccine program is probably being run a thousand times better than Obamacare even has a chance of being.

Here is my free two cents. It is a scary flu in that it comes on with an acute/sudden presentation, shows up differently in different people, and has a very short incubation period. It is giving out mild illnesses, more severe illnesses, and then killing randomly for some unknown reason, as of yet.

In short, this flu makes little sense and has no predictive value at all.

Now aren't you glad I shared that with you?

If you are at all inclined, go ahead and get the vaccine when you can, just because. Even though it is not really known yet that it works at all.

Yes, thanks for the info. I heard a nurse call in to a program yesterday who said almost exactly what you said.

She said they've had a few cases now, but said they don't know they are dealing with for a while as the gov. lab they send their samples to doesn't get back with them very quickly. The lab response to this is very different than other flus.

She said younger people, up to 40 y.o., are hard hit by this flu, pregnant women in their last month are as well.

Someone here posted that the body's immune system over reacts to this flu. So, even though it is a mild flu, the body's response is severe and perhaps leads to death. They seem to be saying, with this flu, a healthy immune system can kill you.

I haven't decided on the shot yet, if any are available, but I'm being extra diligent about sanitation. I've been out and about, I'm using an alcohol hand sanitizer as soon as I get in my vehicle and washing my hands as soon as I get in the house.

I don’t believe any of them. I am torn as you know about this shot. I have my doubts but then I have a child who has health issues. I know I am not going to any public clinic & stand in a line with a bunch of people to get it. If Sassy’s dr gets it then I will get her it. If not we will avoid people. I don’t know what the h=ll to believe or who to trust.
