Of course it was photoshopped. This is obvious for two reasons: 1. The remnant of the original dress can be seen below the straps. 2. There is no giant ugly belt.

The dress is photoshopped. She was, however, wearing a very bright, thin stapped dress. This pic is from a Medal of Honor ceremony. A man died for us and his family was presented with the medal. Michelle my Bell wore the wrong thing for the tone of the event.

I still say, it's not the clothes, it's the way she wears them, and walks. Her steps are waaaaay too big- thus, giving her the appearance of a wrestler, or something.
