The conditions for investment are stronger. As Secretary of State Hillary has been missing in action where you would think she would be in the forefront. The latest is “Vietnam” Kerry who just happened to be in the area filling in for Hillary in Afghanistan. I think she has been AWOL by design of the Obama administration.
