Jamaica is on the list because I am sure that the republic of Vietnam doesn’t want the purity of its revolution to be exposed to dat kinky reggae music.

It might make the people want to grow dreadlocks, smoke de ganja and stop making KORG Digital guitar tuners.

This is ambiguous as stated. Does it mean it is a list of countries that don't issue visas to Vietnamese to visit those countries or does Việt Nam not issue visas to citizens of those countries to visit Việt Nam? If it is the second I suspect it is because Việt Nam doesn't feel it needs the disruption that comes from foreign Moslem presence. Việt Nam has its own small community of native Moslems. They are somewhat religiously hybridized like a declining number of Indonesian Moslems are and combine their Islam with local animism. They are a peaceable sort and in the day to day life of the country are similar to their infidel countrymen. Actually they are the remnant of the ancient and Hindu Cham civilization that the Buđhist Viets gradually overwhelmed. The government would not be happy with foreign Moslems proselytizing and radicalizing the native Moslems.
