If it is actually called a Treaty, then he needs a 2/3 vote in the Senate to enact it. That’s 2/3 of the Senators present.

Seemingly, once it is done even the best campaign speech or 2/3rd’s of the states ratification won’t restore America back and out of world government.The question is; will 0bama do this on his own or try to get 2/3rd’s state ratification?
