NEW ORLEANS ― Ray Nagin will become the first mayor in 50 years to make an official visit to Cuba when the leader of New Orleans travels there with a delegation of officials for a disaster preparedness exchange.

New Orleans is serving as a living laboratory for techniques on emergency preparedness and response, including implementing plans that include assistance for residents who are unable to leave the city.

During Gustav in 2008, the city helped more than 18,000 residents evacuate as the hurricane approached.

The tour is scheduled to meet with the Latin American Medical Centers for Disasters and will learn about how Cuba makes preparations in advance of a disaster. The delegation also will meet with the Ministry of Exterior Relations and the Ministry of Culture.

Joining Nagin will be Louisiana Speaker of the House Pro Tem Karen Carter Peterson, New Orleans City Council member Cynthia Hedge-Morrell, Chief Administrative Officer Brenda Hatfield, Police Superintendent Warren Riley, Fire Superintendent Charles Parent, EMS Director Jullette Saussy, Director of Emergency Preparedness Lt. Col. Jerry Sneed, New Orleans Louis Armstrong International Airport Chairman Dan Packard, Regional Transit Authority Chairman Caesar Burgos and others.

Nagin is set to be back in New Orleans on October 22.

Do they also have many unused school buses?

Perfect.

The way the Cubans manage disasters is to designate certain areas / populations as cannon fodder.

Maybe Ray can learn from this.

Next time a hurricane hits NO, Nagin is going to have the populace boat across the Gulf to Cuba!

No man, we are there to tell them how bad Bush was and how great their system is, and if Fidel could bestow some wise words upon them.

There was a plan to use school buses for evacuation in New Orleans, what happened? I saw the pics of the buses sitting in water while the people in charge called President Bush evil and begged for money.

Fidel doesn’t want to make Havana a “chocolate city”.

Given all the “help” Nagin has done for New Orleans, I think this is great! We should use the Marines if necessary to get him into Cuba to give his advice.

... learn about how Cuba makes preparations in advance of a disaster.

The official ration of toilet paper goes up to two sheets per day from one.

Yes. I think Cuba is the first place I would go to learn about disaster preparedness.

I’m assuming that they will stand Nagin on stage and jeer at him as an example of how to totally and completely screw up an e-prep plan.

N and South Carolina, Georgia, Florida get hit constantly, so do other Gulf states as does LA. Texas was hit by Rita shortly after Katrina with near similar ferocity.

Why is it when LA gets hit and is on “its @ss” this is made out as some failure by the Bush administration and those now trying to capitalize on this disaster were the ones in charge. The mayor and governor of the time were incompetent, as were officials in police and other local state and city offices. Failure wasn't in the response of federal, but rather state, county and city level authories which were too late to evacuate, didn't know what resources they had available to them, couldn't get things organized and synchronized because in essence there was a complete lack of leadership.

Now Nagin is going for a conference to Cuba. Beautiful, and the media will talk about this how?

This is too much.

I think the only thing Nagin can contribute is how to hide billions, I mean where did it go?

Can’t fault Bush for the Katrina mess. Money was available early to N.O. but got caught up in Louisana’s democratic beaurocracy.

Maybe Nagin can get the Chinese to drill for oil of the coast of Louisiana, just like they are doing off Cuber.

Actually, Nagin is down there selling the Cubans reserved bunk space in the N.O. Arena in expectation of the next Big One.

Of course, there are still quite a few N.O. citizens in the Arena waiting for the gubment to rescue them...

Mayor Nagin is the exploratory team for Obama's visit. Soon after Obama and the Democrats will be selling us on the idea that the Cuban government model is really the best for the US in the future. Then the US can be supported by other countries like Russia, China and Venezuela. All this will come at the cost of freedom for the American citizen. Of course the elites will not have to suffer under the new government rules because they will be keeping the masses towing the line.

"New Orleans, what happened"

Governor Blanco (Dumb bunny Louisiana) would not let Bush send in Fema or nationalize the Guard. FEMA was pre-positioned to go in ahead of the hurricane. After the storm their effectiveness was restricted until General Honore got in there and squared it all away.

As to Nagin, he did not do a damned thing except squeal. His cops were busy looting stores, and Nagin ran away to Houston with his family.

I have no sympathy for New Orleans at all. They elected (and re-elected) who they wanted, and got it.

Don’t forget the part about the police illegally disarming legally armed citizens...leaving them defenseless.
