Senate proposals put premium on healthy living
washingtonpost via msnbc ^ | 10/15/09 | David S. Hilzenrath

Get in shape or pay a price. That's a message more Americans could hear if the health care reform bills passed by the Senate Finance and Health committees become law. By more than doubling the maximum rewards and penalties that companies can apply to employees who flunk medical evaluations, the bills could put workers under intense financial pressure to lose weight, stop smoking or even lower their cholesterol.

Michele Ma Belle should be in charge of going to the ghettos and whipping the residents into shape. Maybe instituting a rule that mandates no food stamps for those weighing over 200# would get the ball rolling.

Also not mentioned, quit borking each other up the wazo. That’s right, gays will have to stop their DEVIANT lifestyle. If I have to lose 10 pounds, quit drinking, hang up the cigars, and start walking 2 miles a day, then the days of the gay lifestyle are OVER.

I don’t want anything to do with this gov’t takeover of healthcare.

BUT, the article says that employers will have the right to charge workers more based on risk. It says NOTHING about the “public option” charging more based on risk.

I believe this is another attempt to make non-public healthcare plans less likely to succeed.

Suppose you are employed with a mid-level salary, 50 years old, ex-smoker, 50 lbs overweight. Now you are given the choice of socialized-subsidized flat-fee $300/month or risk based coverage from your employer for $750/month. Which would you choose?

Obesity and African Americans

__ African American women have the highest rates of being overweight or obese compared to other groups in the U.S. About four out of five African American women are overweight or obese.1

__ In 2007, African Americans were 1.4 times as likely to be obese as Non- Hispanic Whites.

__ From 2003-2006, African American women were 70% more likely to be obese than Non-Hispanic White women.

__ In 2003-2004, African American children between ages 6 -17 were 1.3 times as likely to be overweight than Non-Hispanic Whites.

So they’re going to penalize African American women ... right?

So they want to play that game then huh?.... Well lets see incidence of AIDS among Homosexuals is twice that of their heterosexual counterparts.... Homo should be labeled an unhealthy lifestyle... that takes care of the gays... Now lets see African American Women have a large percentage of obesity thats a whole lotta junk in that trunk so lets punish them..... Now we can even go so far as to say that having sex outside of a monogomous relationship is unhealthy and leads to the spread of STD’s so we can outlaw that...

Are you sure these are liberals making these laws... LOL...

We already have that. This is not risk based insurance. This is forcing people under threat of fine/loss of employment to be perfectly healthy, genes and other factors be damned.

"We already have that."

Actually, if you get insurance through your employer, you don't have that. Employer provided insurance generally charges the same premium to everyone, and maximizes the size of the risk pool. The 22-year old college hire in perfect health pays the same as the 300 lb, 55-year smoker with adult-onset diabetes and coronary artery disease.

Sure, cholesterol is in part, genetics, and beyond one's control. But obesity is within one's control. As is smoking.

Healthy living discounts are no different than safe driver discounts.

If we did car insurance like health insurance, a 16-year male old with a DUI arrest driving a sports car would pay the same as a 40-year old overprotective mother in a minivan.

You are omitting the impact of group rating versus individual rating. Auto insurance can differentiate a 16 year old from a 40 years old by creating large, artificial groups and assigning drivers to their proper group. The rates for each group are actuarially determined based on historic driving patterns, loss costs and frequency of accidents.

Health insurance is different in that the group is typically defined at the employer level. Individual charteristics are not relevent, its the overall experience of the group that determines cost. Some would argue that it is the responsibility of the employer, not the insurer, to achieve savings by changing the life style choices of the covered employees.

The end result of this argument is what we are now seeing; employers that are refusing to hire smokers, those with existing health issues and overweight individuals. Since these groups are less deserving of protection, in some people's opinion, and actually seem to attract the scorn of others this has been allowed to happen. Taken to an extreme however, employers could begin policies that exclude women, gays, African Americans, etc on grounds that they typically have higher medical costs. For example, why should the aforementioned 16 year old white male be forced to subsidize OB-GYN benefits, mamograms, Sickle Cell treatments, AIDS treatments, etc.

Obesity is mostly a problem among our nation's so-called “poor” population.

Sitting around watching Judge Judy and getting fat on wasted tax dollars — guess that’s the way to go in the future.

My employer does that. Not every one is charged the same. We have to do blood screenings and tests for smoking, and if we dont pass, we have a much larger deductible that kicks in. I will argue that not all obesity is in one’s control. Much of it is but there are many genetic conditions that people cant do anything about.

I cant help but keep pointing out that the driving analogy is wrong. I can choose not to drive and get a discount or not. I cant choose not to live. This is the same argument that Obama makes. Its not the same. This is forced coersion to be perfectly healthy no matter what. If one doesn’t, will they lose their employment? Will they be fined and/or put in jail if they dont pay it? Why dont they just bring back debtors prisons.

The driver one is pretty cut and dry but the health one is constantly in flux. The Cholesterol numbers weto use now are much lower than they used to be. In addition, a full 50% of people who have heart attacks do not have high cholesterol and are not overweight.

In addition, there are studies that show people who are overweight and not obese actually live longer than skinny people. Can you imagine getting penalized for not weighing enough?

Hmmmm? How many fat smokers do you think will spend their last ten years in a nursing home with Alzheimers -- all on the taxpayer dime.

Fat smokers tend to go out in a puff of glory. It's the joggers and skinny vegetarians who will cost the most. ;~))
