I am pretty sure that the person nominating is not released for 50 years.
Joseph Stalin, the Secretary General of the Communist Party of the Soviet Union (1922-1953), was nominated for the Nobel Peace Prize in 1945 and 1948 for his efforts to end World War II.
Mahatma Gandhi, one of the strongest symbols of non-violence in the 20th century, was nominated in 1937, 1938, 1939, 1947 and, finally, shortly before he was assassinated in January 1948. Although Gandhi was not awarded the Prize (a posthumous award is not allowed by the statutes), the Norwegian Nobel Committee decided to make no award that year on the grounds that “there was no suitable living candidate”.

Adolf Hitler, was nominated once in 1939 by E.G.C. Brandt, member of the Swedish parliament. Brandt changed his mind, however, and the nomination was withdrawn in a letter dated 1 February 1939.
Soros?
Found the following at a blog. I’ve only just begun to read it myself.
http://gatesofvienna.blogspot.com/2007/09/protesting-nobel-appeasement-prize.html ~ Over the weekend I posted about Eric Brandt, the Swede who nominated Adolf Hitler for the Nobel Peace Prize in 1939. The next day, our Swedish correspondent LN brought to my attention the fact that Mr. Brandt had actually nominated Der Führer as a hoax, to protest of the nomination of Prime Minister Neville Chamberlain, the master of appeasement, for the same prize.
A different perspective there eh?
Thanks for the info.
LEESBURG, Va., Feb. 1 /PRNewswire-USNewswire/ — Landmark Legal Foundation today nominated nationally syndicated radio talk show host Rush Limbaugh for the 2007 Nobel Peace Prize.
Limbaugh, whose daily radio show is heard by more than 20 million people on more than 600 radio stations in the United States and around the world, was nominated for the prestigious award for his “nearly two decades of tireless efforts to promote liberty, equality and opportunity for all humankind, regardless of race, creed, economic stratum or national origin. These are the only real cornerstones of just and lasting peace throughout the world,” said Landmark President Mark R. Levin.
“Rush Limbaugh is the foremost advocate for freedom and democracy in the world today,” explained Levin. “Everyday he gives voice to the values of democratic governance, individual opportunity and the just, equal application of the rule of law — and it is fitting that the Nobel Committee recognize the power of these ideals to build a truly peaceful world for future generations.”

LISTEN TO THE BIG ANNOUNCEMENT ON THIS MORNING’S SHOW
Note: on a personal note, this guy banned me from calling his show several years ago after I called Bill Clinton a rapist on his show. Hey, that’s okay. This stunt is pretty cool, so I’ll give him credit for it.
In an effort to mock the Nobel Peace Prize nominations, William Wulf Handel, morning host on KFI 640 in Los Angeles, convince a S. California congressman to nominate him for a Nobel Peace Price. The congressman did it with the promise that his name would never be revealed. He was apparently embarrassed, but went along with the prank.
Handel read the letter on the air (the link above) and just appeared on the John and Ken show to discuss it.
Handel is pulling the stunt because of the Nobel Peace Prize nominations of murdering scum Stanley “Tookie” Williams, set for letal injection at San Quentin on Dec. 13. Tookie brutally murdered four people and is still alive well over two decades later.
Williams is the darling of the leftist Hollywood crowd, including Mike Farrell and Snoop Dogg. They don’t want him to die. He co-authored a few children’s books and has supposedly spoken out about gang violence. The psychopath has actually convinced some fools that he has redeemed himself. That redemption, of course, does not include admitting what he did or turning in other murderers.

MANY advocates of clemency for Stanley Tookie Williams note that he has been nominated for the Nobel Peace Prize and the Nobel Prize in literature for his anti-gang work, which includes writing children’s books. How could a convicted murderer and co-founder of the Crips be nominated for such prizes?
According to Nobel Prize nominating rules, any “professor of social sciences, history, philosophy, law and theology” and any judge or national legislator in any country, among others, can nominate anyone for a Nobel Peace Prize. Past nominees include Adolf Hitler, Josef Stalin, Benito Mussolini and Fidel Castro. Any “professor of literature [or] of linguistics,” among others, can nominate anyone for a Nobel Prize in literature.
