These types of actions are what create a dictator out of a regular person who won an election honestly. This regular guy's head is inflated by the minute of how brilliant, powerful god-like he is, by his minions and the SCARED media.

After a while, the now-graduated dictator becomes vicious at the least "different suggestion or objection" from his "trusted handlers" and lash back at them, with known publicized or secret executions, in other countries, so far.
It becomes a "divine" right to rule and a know-it-all attitude, which brings the idea of: who the hell do they think themselves are! I'm The One who should be ruling for life and the inheritance to a son or a daughter begins...

Considering the Red Chinese flag was flown next to Old Glory near the White Hut, my guess would be yes...it was his idea. Or at the very least he approved it.
