The credit is a dollar-fordollar credit on the amount owed by a homebuyer in federal taxes. If a buyer doesnt owe the IRS any money at the end of the year, the credit amount comes back as cash in the pocket.
The scam involved primarily fictitious returns filed between February and April
with no tax liability, thus the tax credit came back as cash. Most of the returns used fake W-2 forms and had no paid preparer.-SNIP-

Banks are swapping their Fannie/Ginnie Mae toxic loans for FHA toxic loans like mad. Why? Ginnie/Fannie Mae loans, because they are not govt insured, can only be carried on their books for about 20% face value. Govt insured FHA loans on the other hand, CAN be carried at 100% face. By end of 2010 the FHA will carry $1 Trillion worth. Guess who picks up the tab when these FHA loans go bad?
