It's harder for them to count as a "full" car.
In Virginia, blacks only count as 2/3 of a person.

The Arlington County assumption is certainly that 395 commuters are transiting to and from the racist utopia of Prince William County.

And that, in a nutshell, is why this place is such a nightmare to drive in, and why everyone in Northern VA, DC and Maryland, including the poor minorities, is constantly bitching about traffic. There is no north-south route, and don’t say 295 or I will scream. The 295-Route 50 region has been, to my personal knowledge, under construction since 1994. Ever try going from Alexandria to Burtonsville? You nearly can’t get there from here. Ditto coming south on 295 where THEY NEGLECTED TO BUILD A WESTBOUND EXIT onto 395. You definitely can’t get there from here. They should have driven a 12-lane right up 14th Street to the Beltway, and the hell with the complaints. But ooohhhhno. That would have been racist. Sorry for the rant but you struck my remaining nerve.

You would have to believe that only white people have three friends. If the HOV lane is based on three people in the car, does that mean they think the poor (ie minorities) can’t count past two or if you are poor you only have two friends?
If you were racist you would think poor people had larger families therefore poor people would use the HOV lanes more often because they would typically be hauling around more people.

If you were really racist you’d say that blacks only live in DC city limits and don’t have jobs anyway, so why would they need to use the HOT lanes.

I use another system to gauge who rides in the HOV lanes though. We use 'slug-lines'. Simply put, if you are going to work by yourself and want to use the HOV-3 lanes, there are places you can pick up riders that want a free ride into work. I can pick up 2 or 3 riders and use the HOV lanes, and the people I pick up get a free ride. I do it all the time, every week.
When I said that most people who use the lanes aren't rich Whites, it's based on what I experience picking up folks in the slug-lines. There's not a preponderance of rich Whites. It's all across the board (Blacks, Hispanics, Asians, poor Whites, etc.). It's pretty much evenly distributed.
