I want to see the preexisting schedule for the exercise. Some training officer just stomped on himself wearing golf shoes, IMO.

The Coast Guard now regularly patrols the Potomac with weapons. They use boats with machine gun mounts but normally keep the machine guns out of view.

It should be easy to verify. This isn’t exactly an isolated location. Someone saw what happened after the rounds were fired. If the boat that was fired on later heaved to alongside the patrol boat, and everyone seemed relaxed, then it was an exercise. If otherwise, then the truth needs to be revealed. Either way, someone has some explaining to do.
As well they should; good on them. Poor day for an exercise, though.
