Siskin and Lunder of CRS may have written this summation concerning the Treatment of Noncitizens in HR 3200, but I doubt it was they who released it.
I can't see any reason why the Dems would want this released, given that this report itself says that there is (in Siskin and Lunder’s eyes) apparently no mechanism within HR 3200 (and there isn't) to verify citizenship status of those who wish to participate in the Health Insurance Exchange with taxpayer subsidized credits being issued to them.
No verification mechanism - no way to know who is and isn't an illegal alien.
And with a Commissioner deciding what verification mechanism there will or won't be, that is quite a loophole for illegals to get taxpayer funded federal health care benefits (subsidized credits) in the Health Insurance Exchange.
In the end, illegal aliens don't have to participate in anything, and won't pay a fine (tax) for not having health insurance, but US citizens will pay a fine for not have health insurance.
