I doubt that they really believe he is that powerful. It is more likely that they are intentionally trying to smear the opposition as being puppets of foreign interests.

A vocal critic of their government makes a convenient scapegoat. They would blame things on the Easter Bunny if they thought it would help their cause. The scary thing is that they believe their own delusions.
