Mexican troops replaced Mexican Feds or they replaced our Feds?

Our federal authorities who took an oath to protect and defend the United States and the Constitution, turned over control of a "busy border" to people who took an oath to protect the interests of Mexico?

Based on an earlier article I’m pretty sure this means that the Mexican Army is taking over for the Mexican custom officials on the Mexican side of the border.

(AP) Mexico has replaced all 700 of its customs inspectors with agents newly trained to fight drug smuggling.
The government has sent soldiers to airports and border crossings across the country to take back the guns issued to the inspectors.
Tax Administration Service spokesman Pedro Canabal says the officers were not fired. Instead, the agency decided not to rehire them when their contracts expired over the weekend.
They were replaced with 1,400 newly hired agents who have undergone months of training and background checks to ensure they have no criminal records. [snip]

Mexico just replaced every custom inspector instantaneously....this is good. No chance for corrupt officials to bleed into the new structure. Expect the gangs and corrupt officials to throw down.....

I have read that this may be unwise.
It’s been argued that the corruption will then transfer from the police forces to the military forces. This creates a much thornier problem, possibly.
So, when Breitbart said "Mexican Army takes over customs operations on US border," he was really saying that Mexican federal officials turned over control of the Mexican side of the border to the Mexican army?
Breitbart is going to have to do better than that unless he thinks he's competing with Newsmax.

Perhaps Breitbart should have said "Mexican federal authorities" instead of just "federal authorities."
Perhaps Breitbart should have said "Mexican government officials" instead of just "government officials."
The only modifiers that Breitbart used were "Mexican" in reference to the army and "US" in reference to border.

Mexico has fired 700 customs officers at airports and land crossings in a crackdown on corruption that lets tonnes of drugs and weapons flow across its borders.
Reforma newspaper reported earlier than 1,100 customs agents had been let go after their contracts were allowed to expire on Saturday as part of a plan to modernise the customs service.
A new force of 1,470 agents is being sworn in to replace the fired workers, said Pedro Canabal, a spokesman for the customs authority, who confirmed that existing contracts had been allowed to expire.
“This change is part of our response to new demands in the fight against contraband,” Mr Canabal said.
