Is Myanmar going nuclear?

BANGKOK (AP) - The recent aborted voyage of a North Korean ship, photographs of massive tunnels and a top secret meeting have raised alarm bells that one of the world's poorest nations may be aspiring to join the nuclear club—with help from its friends in Pyongyang.

No one expects military-run Myanmar, also known as Burma, to obtain an atomic bomb anytime soon, but experts have the Southeast Asian nation on their radar screen.

"There's suspicion that something is going on, and increasingly that cooperation with North Korea may have a nuclear undercurrent. We are very much looking into it," says David Albright, president of the Institute for Science and International Security, a Washington, D.C. think tank.

Russia plans to supply air-defense missile systems valued at $250 million to seven countries including Syria, Libya and Venezuela, Vedomosti reported, citing an unidentified Russian Technologies Corp official.

The Moscow-based newspaper reported that Russia had started fulfilling orders of 200 S-125 systems that were due to be delivered during the next three years.

Russia will ship about 70 missile systems to Egypt, and will also supply Myanmar, Vietnam and Turkmenistan with the systems, the paper said.

N.Korea ‘Helping Burma with WMD’North Korea is helping Burma with the acquisition of so-called weapons of mass destruction, with the U.S. claiming that the North Korean ship Kangnam is headed for the Southeast Asian country.

The Burmese junta “has bought technologies on the open market that are potentially usable in a nuclear program, and North Korean arms companies involved in the nuclear trade have become active” in Burma, the Wall Street Journal on Tuesday said quoting speculation by U.S., Asian and UN officials.

“North Korea has used [Burmese] ports and airstrips to transfer arms and contraband to third countries, including Iran,” the daily claimed.

It said several Burmese citizens, some of them expatriates, “have claimed direct knowledge of a nuclear weapons program, including a reactor under construction near Maymyo.”

Quoting Yale University’s Center for the Study of Globalization, the paper said relations between the two isolated dictatorships are getting closer to the point where North Korean technicians are working at the construction of underground tunnels connecting basement floors of buildings near the remote new Burmese capital of Naypyitaw.

The daily admitted U.S. and UN officials “acknowledge there is no ‘smoking gun’ to back fears of nuclear proliferation inside the Southeast Asian country.” But it added U.S. and Asian diplomats “draw strong similarities between the military governments in Pyongyang and Naypyitaw and their efforts to develop weapons of mass destruction as deterrents against U.S. power.”

It quotes Michael Green, a former senior official the U.S. National Security Council, as speculating that given “North Korea’s nuclear trade to Syria, its attempts to sell Scuds to Myanmar, and its ongoing sales of conventional arms, there’s reason to be worried about a WMD relationship.” englishnews@chosun.com / Jun. 25, 2009 13:11 KST

It interesting that they are buying SCUD missiles and building bomb shelters all from North Korea.Burma also has commercial uranium deposits, which the regime itself has admitted. There has been rumors that uranium mining and milling is in progress, and that the end product, yellowcake, has been sold to both North Korea and Iran

U.S. Embassy Rangoon issued the following Warden Message on July 29:

This warden message is to alert U.S. citizens traveling to and residing in Burma that the Burmese authorities are likely to increase security throughout Burma and in Rangoon over the course of the coming few weeks. A Burmese court has announced it plans to deliver a verdict in the trial of detained democracy activist Daw Aung San Suu Kyi on July 31, 2009. In addition, August 8, 2009, will be the 21st anniversary of the 1988 popular uprising against the Burmese government. As in the past, security forces may be on alert for public gatherings at places of detention or imprisonment, monasteries, pagodas, political party offices, government offices, and the general Rangoon downtown area. American citizens resident in Burma should avoid any gatherings, demonstrations, or processions, which could turn violent with little or no warning. The Burmese Government has a standing ban of all gatherings of more than five people. The Embassy also advises U.S. citizens not to photograph or film the military and police because doing so could be interpreted as provocative.

We wish to remind U.S. citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. U.S. citizens are therefore urged to exercise discretion when moving about and to avoid any large public gatherings, any visible military presence, and any area cordoned off by security forces. For the latest security information, U.S. citizens living and traveling abroad should regularly monitor the State Department’s Bureau of Consular Affairs website at http://travel.state.gov, where the current Worldwide Cautions, Travel Alerts, and Travel Warnings can be found. Security information can also be obtained by calling 1-888-407-4747 toll free in the U.S. and Canada, or for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Standard Time, Monday through Friday (except U.S. federal holidays).
