For the fifth time in six years, the gray wolf last week was returned to the federal endangered species list after being removed by the U.S. Fish and Wildlife Service. The move was prompted by a lawsuit filed by a number of groups, including The Humane Society of the United States and The Center for Biological Diversity.
The organizations successfully argued that the USFWS must provide more opportunity for public comment before it can delist wolves in the Upper Midwest. The groups also contend the government needs to better document the potential effects a possible hunting season might have on the wolves, along with problems such as disease and other causes of wolf deaths.
The USFWS indicated last week it will solicit more public input before making its decision.
Adrian Wydeven, a DNR ecologist who helps oversee Wisconsins wolf recovery plan, said the uncertainty over the wolfs status makes it difficult for the state to manage its resurgent wolf populations.
Most problematic, he said, is while the wolf remains on the endangered species list, the state has to completely rely on the U.S. Department of Agriculture to remove problem wolves.
With the wolf off the list, the state had more flexibility to remove wolves that are killing livestock or pets. And the DNR can issue permits for landowners to shoot wolves in some areas under very limited conditions.
Wolves in Wisconsin have attacked livestock on eight farms so far in 2009 and have attacked three dogs at homes.

The U.S. Fish and Wildlife Service agreed Monday to reinstate federal protection of wolves in the upper Great Lakes region.
In early May, wolves were removed from the list of threatened and endangered species in Wisconsin, Michigan and Minnesota. A coalition of wolf advocate groups led by the Humane Society of the United States filed a lawsuit June 15, challenging the federal government’s decision. A court-ordered settlement restores federal Endangered Species Act protections for more than 4,000 gray wolves around the Great Lakes.
