AP sources: Cheney told CIA not to discuss program By PAMELA HESS – 23 minutes ago
WASHINGTON (AP) — Former Vice President Dick Cheney directed the CIA eight years ago not to inform Congress about a nascent counterterrorism program that CIA Director Leon Panetta terminated in June, officials with direct knowledge of the matter said Saturday.
Subsequent CIA directors did not inform Congress because the intelligence-gathering effort had not developed to the point that they believed merited a congressional briefing, said a former intelligence official and another government official familiar with Panetta's June 24 briefing to the House and Senate Intelligence committees.
Panetta did not agree.

It is disturbing to see that the people now running things are so unserious as to play games with national security, not from an out of power position, but from an in power position.
This is not a good thing.
Remember, Pelosi wanted Alcee Hastings to head up the intelligence committee.
What is a “nascent” program? Another poorly written news article said that the “program” never became “operational.” Another words, nothing happened. In other words, there was nothing to tell Congress about. It is just another opportunity for the disloyal scum that infest the modern Democratic Party to defame and undermine patriots who defend America. With the willful collaboration of an equally dishonest and disloyal MSM.
In other words, it was a legitimate intelligence operation and legitimately "secret". Nor, since it never became operational was there ever any need to advise Congress.
Democrats and the MSM trying to create a scandal where there is none.
The then current Vice President ordering the CIA to keep secret a national security program—Very bad.
The current President ordering the media to keep secret their attendance at a picnic at the White House—Perfectly acceptable.
The Dems are great at smearing and casting doubt on REPs
without dealing with true substance.

Since when does the CIA report to the vice president?
I do recall reading a couple of National Security Directives by Bush giving Cheney some special national security authority.
This would be a BIG legal issue since the President does not have the authority to delegate national security stuff (assassinations) to anyone other than his personal National Security Advisor. This is something everyone in the intel community knows; the rules are clear - only the President or the National Security Advisor to the President can whack people.
The President can delegate to anyone he wants to. All it takes is an executive order. Some of these orders are secret. Somehow I doubt you’ve read them.
