Step 2. After you win an election, install your operatives as directors of these agencies so they will be accepted as credible authority figures and not as the threat they are to national security...
Step 3. Have your new directors fire or marginalize those agency employees whose compliance with your agenda cannot be guaranteed...
Step 4: Have your new directors promote those employees who share your ideology or agenda, or hire additional ones as needed to ensure all departments have a "minder" for all other staffers and control over the flow of information out of those agencies and to supress potential contrary leaks.
Step 5 : Have your new directors conduct "investigations" and "kangaroo hearings" to set the stage for the hit, and use installed or known compliant staffers as "witnesses" to the events - real or fictional- in your allegations to provide bait and fodder for the press to carry your message.
Step 6 : Have your new directors with their new "credibility" confess to and apologize for the allegations you desire the American people to accept as "fact." Repeat as needed until the public cries out for an overhaul, a purge or even elimination of the targeted agency or policy.
