I worked for a federal manager, years ago, in New Mexico, who lived by that rule - he violated the regs on a daily basis, but covered his sorry @ss by issuing all of his orders verbally, and putting "nothing in writing" (he never even replied to e-mails). Got himself a major promotion, as a direct result...
