This appears to be an outstanding way to see the different proposals offered. I do not know the ideology of the Kaiser Foundation, so it may or may not be a reliable institution.
I will say this for them: one of their stories on their home page says:
"White House Reform Chief Was On Boards of Health Companies With Suspect Practices"
So it appears they are not afraid to stand up to B.O.
