I also think Sarah is far from done. By stepping back she can use her popularity to get other good Republicans elected in the lower 48 in the 2010 cycle. Plus, she builds her base and organization.

I think that she connects with people (Republican, Democrat, whatever) at a gut level and these people are desperate to find someone who talks their lingo and promises to go to Washington to represent them.

Also, she is young. Even is she shoots for the bottom of the ticket in 2012 after eight years as VP no one can say she doesn't have the qualification.

However, as we have seen the folks will go for a half term senator, what the heck, I guess a half term governor is qualified enough.

Since the first step is winning the Republican primaries, what we think is much more important than what Ms. Down thinks. At this point Obama looks like he will win a second term (I hope not!). Any number of player's could decide to sit this race out until it's too late to jump in. I think the Republican nomination is Sarah's if she wants it. Then the presidential race should be a referendum on Obama’s 1st term.
