It sounds to me like this missile system would be excellent for what I think used to be called “FOBS” of “Fractional Orbital Bombardment System”. You don’t actually achieve a stable orbit but you can come in fairly low over the target on a follow-on orbit. 400 Kilometers is high enough for an EMP attack and from that altitude a detonation would do considerable damage on the ground below, horizon to horizon.
You don’t have to be accurate, you just have to get close. And you only have to get it right one time.
Consider the performance of this missile, and consider too that the Iranians have been trying to simulate an EMP attack profile with their missile launches as well.
it's design is purely an offensive weapon since the billions spent to build/launch a communications or music sat as compared to simply buying one and having it put in orbit, it'd almost look free.An interesting Wiki bio.

If it is a new design, could it be similar to the ‘Iranian’ satellite launcher? It would certainly explain why the NK’s seem to have confidence in the design, if it would have already been successfully used.
