This Backgrounder examines illegal immigration-related document fraud and identity theft that is committed primarily for the purpose of employment.
It debunks three common misconceptions: illegal aliens are undocumented; the transgressions committed by illegal aliens to obtain jobs are minor; and illegal-alien document fraud and identity theft are victimless crimes. It discusses how some community leaders rationalize these crimes, contributing to a deterioration of the respect for laws in our nation, and presents a variety of remedies, including more widespread electronic verification of work status (E-Verify and the Social Security Number Verification Service) and immigrant outreach programs to explain the ramifications and risks of document fraud and identity theft. The findings include:
Illegal immigrants are not undocumented. They have fraudulent documents such as counterfeit Social Security cards, forged drivers licenses, fake green cards, and phony birth certificates. Experts suggest that approximately 75 percent of working-age illegal aliens use fraudulent Social Security cards to obtain employment.
Most (98 percent) Social Security number (SSN) thieves use their own names with stolen numbers. The federal E-Verify program, now mandated in only 14 states, can detect this fraud. Universal, mandatory use of E-Verify would curb this and stop virtually 100 percent of child identity theft.
Illegal immigration and high levels of identity theft go hand-in-hand. States with the most illegal immigration also have high levels of job-related identity theft. In Arizona, 33 percent or all identity theft is job-related (as opposed to identity theft motivated simply by profit). In Texas it is 27 percent; in New Mexico, 23 percent; in Colorado, 22 percent; California, 20 percent; and in Nevada, 16 percent. Eight of the 10 states with the highest percentage of illegal aliens in their total population are among the top 10 states in identity theft (Arizona, California, Florida, Texas, Nevada, New York, Georgia, and Colorado).
Children are prime targets. In Arizona, it is estimated that over one million children are victims of identity theft. In Utah, 1,626 companies were found to be paying wages to the SSNs of children on public assistance under the age of 13. These individuals suffer very real and very serious consequences in their lives.
Illegal aliens commit felonies in order to get jobs. Illegal aliens who use fraudulent documents, perjure themselves on I-9 forms, and commit identity theft in order to get jobs are committing serious offenses and are not law abiding. ...

Congress is doing its best to see that E-verify is not required of all employers. The Social Security Admin and the IRS have tried to keep a lid on these numbers and prevent the public knowing the true situation with identity theft. If every employer with no-match letters was investigated..ASAP we would have a lot more jobs for unemployed americans.

The growing season is here. In the summer, busing of aliens from Mexico skyrockets. I see 8 to 10 buses on the freeway every day moving illegals from LA to farming areas - and guess what, those buses are brand new, and loaded full.

NORTH BERGEN, NJ -- July 21, 2006 -- Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity, authorities said.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker.
The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses for any state in the US, passports and resident alien cards, said state police.
Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot. Authorities wouldn't identify the NJ hotel by name for fear it would spark retribution. The Drug Interdiction Task Force, regularly runs checks.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout.
Authorities approached the Texas brothers when they returned to the NJ hotel and questioned them separately. The Texas brothers consented to a search.
Police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street. Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 Social Security cards.
Fearful of a late-night knock on their doors, 13 people suspected of fraudulently obtaining commercial driver's licenses that allowed them to drive trucks and buses turned themselves into authorities Monday. Several more are expected to give themselves up in the coming days.
One man was so eager to surrender, he gave himself up to military personnel at the Homestead Air Reserve Base, and then to Miami-Dade police, before finally finding the state's Division of Insurance Fraud -- the proper authorities.
The following people turned themselves in Monday: Sergio Castro, 27; Steven Espinoza, 39; Raul Fernandez, 48; Alexander Gomez-Presno, 30; Lusi Maria Picon, 40; Anxel Puentes, 22; Juan Barbaro Puentes, 34; Eduardo Rodriguez, 35; Ernesto Rodriguez, 64; Victor Rodriguez, 26; Yosiel Rodriguez, 24; Roman Mariano Vasallo, 44; and Antonio Vieyra, 43.
These surrenders come on the heels of a series of early-morning raids conducted in concert Friday by the Division of Insurance Fraud, Immigration and Customs Enforcement agents, auxiliary Florida Highway Patrol troopers, Homestead SWAT and the Department of Defense. The roundup resulted in seven arrests, many of those being roused from their sleep.
The commercial licenses were obtained by using a Department of Defense waiver illegally sold by Sgt. Steven Baez for hundreds of dollars. They allow drivers to operate trucks weighing in excess of 26,000 pounds.
These are just a handful of nearly 200 people the state has targeted for purchasing waivers through Baez, who has since pleaded guilty in federal court to running the scam. Those still on the lam can turn themselves in to Lt. Bill Santner by calling 305-536-0355

A few times in the past year or so, I had heard that we had 40 million illegals in America. Now we have a reference site for the legals interested in illegals.
Now wouldn’t you wonder how so many people freely admit that this goes on enmasse, but think the idea that a real criminal would do such a thing to become president is just ridiculous.

Not sure that e-verify is going to work all that well given the “rules”: Take special notice of 7 - 12...
2.1 The Rules of Use
1. Employees must be newly hired with a completed Employment Eligibility Verification Form I-9 (referred to hereafter as Form I-9) before you can use E-Verify to initiate queries about the employees for your company.
2. Form I-9 requirements remain the same except that all “List B” identity documents must bear a photograph.
3. Employers must submit verification queries for newly hired employees no later than the 3rd business day after they start work for pay.
4. If you havent started a verification query by the third business day after the employee starts work for pay immediately start the verification process. If you also failed to complete the Form I-9, a new Form I-9 must be completed before the query process is started.
5. Employers may not verify newly hired employees selectively and must follow E-Verify procedures for all new hires while their company is participating in the program.
6. Employers may not request that the employee use certain documentation for Form I-9 or E-Verify purposes.
7. Employers may not use E-Verify to discriminate against any job applicant or new hire on the basis of his or her national origin, citizenship, or immigration status.
8. Employers may not use the system to pre-screen applicants for employment.
9. Employers may not go back to check employment eligibility for employees hired before their company signed the MOU with USCIS and SSA.
10. Employers must provide their employees with an opportunity to contest a Tentative Nonconfirmation (TNC).
11. Employers cannot take any adverse action against an employee based upon a TNC unless E-Verify issues a Final Nonconfirmation (FNC).
12. Employee must be allowed to continue to work during the verification process.
