The Senate is out on vacation. They have no time to read the 1400+ pages of fine print, nor do they care. They still think this bill will create incredible economic growth from people having to rebuild their homes.
Not to mention all the Federal inspectors, code enforcers, and staff workers this new Bureau/Agency will create. To them, this is a real opportunity grow the government monster beyond it's ability to feed itself.

Well, you can certainly see which special interest and its lobbyists is involved with Waxman on this non-sense.
Us folks who own older homes are just screwed if this thing gets through the Senate. Can't afford to "retrofit" so you can't sell. Stupid.

And, the 0bamunist march to marxism continues...
The Federal government has gotten away with so many anti-Constitutional pogroms and initiatives in the past 70 years or so, that they now feel free to do anything to anyone with impunity.
It’s time to take back the country.

Those retrofits would be performed by licensed retrofit (Read UNION) contractors using government-approved methods and resources including roofing materials that reflect solar energy. This is how they are going to claim this bill creates jobs. By forcing homeowners to "retrofit" using union "licensed" contractors to do the work.

This means that homeowners, for example, could be required to retrofit their homes to meet federal green guidelines in order to sell their homes, if the cap-and-trade bill becomes law. I can't wait for the howls of anguish from my lib-eco friends when they go to sell their houses! I don't plan on selling mine for a long time, anyway.!................

States may contract with private agencies to oversee the retrofitting and measuring of improved efficiency and environmental friendliness of houses and other buildings, making sure that private citizens have a variety of choices for retrofitting their homes. How generous of them to negotiate HOW we will retrofit our homes, instead of IF we will retrofit our homes. If they would just let us decide whether we want to make the improvements, it would become another "selling factor" in real estate deals. Just like other home improvements, retrofitting would add to the selling price when a house goes on the market.
This is nothing more than a boondoggle for "inspection companies", probably ACORN, or whatever they call themselves now! We all know that the "poor" will have the job done for them and it will be "FREE"!

They’re coming after fireplaces. They want you entirely dependent on them. Just watch. The jihad against fireplaces and wood burning stoves is just around the corner.
