Yep. Nuclear weapons are very messy. Given the prevailing winds the U.S. should get a good deal of fallout also from the exchange.
Not if Japan decided to build and use neutron bombs.
After all, Jimmuh Carter made sure that America would be forbidden to build them ourselves.
Remember that Japan has 55 operating nuclear power plants with many tons of spend rods that can easily be re-processed into weapons grade materials. Also they have 17 SUPERCOMPUTERS with which to do the simulations & calculations to design a nuclear warhead and finally let us not forget that they have a HUGE ECONOMY with which to fund such a project should they ever decide to shed their NON-AGGRESSION Military posture.
As one analyst said years ago "If Japan should be pushed too hard and they decided to build the bomb on Monday, by Friday they would have a very good one ready for delivery!!"
