Per the link above, a passeneger witnessed someone giving a bag to a US AIRWAYS EMPLOYEE, who them bypassed security and put the bag on the plane.

The passenger informed law enforcement.

If you read the article, the reason they were caught was that a passenger was seen giving a bag to an employee, who then bypassed passenger security, who then gave the bag back to the passenger. If the article is accurate, this was a VERY deliberate attempt to get a pistol and ammo onto a plane.

It means all employees will now have to go through the same screening as non-employees.

Actually, from the article (bold mine):

This was a blatant attempt to circumvent the TSA scrutinizing a bag that, the article implies, contained a gun and ammo. If that is true, this is very serious.
