Hi bitter, Just one correction to your statement...the actually “cut off” date was May 1986 —not May 1988. Thus in the full auto world there are “Pre May ‘86” firearms, and “Post May ‘86” “Dealer Samples” which are restricted to FFL’s with Special Occupational Tax (SOT) classifications.
There are also many full auto, SBR's, AOW's, suppressors, etc that are completely transferable to qualified individuals. You are correct about the $200 tax...that's for a BATFE tax stamp (basically an excise tax), that is affixed to the Form 4 for civilian transferable machine guns or Short Barreled Rifles (SBRs), going to private individuals. If you want what is classified as an “Any Other Weapon” (AOW), the tax stamp is only $5.
Regardless, unless you're an FFL/SOT that can trade in NFA weapons, an individual has to find what they want to buy, pay the dealer for it, then fill out the appropriate BATFE Form 4 application and submit the form(s) along with fingerprint cards, Passport-grade photos, and have a sign-off on the application by the “Chief Law Enforcement Officer” (CLEO), of your legal jurisidiction (Sheriff, Chief of Police, etc), that confirms you are not a threat to society with a full auto weapon. You can also purchase full auto firearms (or suppressor), via a corporation or a revocable living trust.
Sorry if this is a long explanation but I know that for many “gun people” buying a full auto firearm or a suppressor remains a great mystery. However, with a honest and competent FFL Dealer to work with, it's less a mystery than it is a bureaucratic paper chase (not to mention an expense hobby).
One final note...there are somewhere over 1.5 Million items listed in the BATFE's "National Firearms Act Transaction Registry". However, at any given time there might only be about 500 - 1,000 of these items up for sale in the U.S. ...hope that helps...
The State doesn't like the fact that the citizens are arming up at an unprecedented rate. This will lead to one of two actions.
1. Nothing. No moves on gun control and let things die down.
2. The more likely case, the State moves to ban or severely limit firearms. Giving the value of “doing something” by those who run the State, this is the more likely option, and soon.
Expect something in the next month or two.

You need dual form 4s from a dealer licensed to deal in destructive devices with a type 10 FFL ;)...LAWs are easy to get.....Stingers....a little harder ;)
