The U.S. Department of Homeland Security has sent a memo to some health care providers noting procedures to be followed if the swine flu outbreak eventually makes quarantines necessary.

DHS Assistant Secretary Bridger McGaw circulated the swine flu memo, which was obtained by CBSNews.com, on Monday night. It says: "The Department of Justice has established legal federal authorities pertaining to the implementation of a quarantine and enforcement. Under approval from HHS, the Surgeon General has the authority to issue quarantines."

The memo from McGaw, who is DHS' acting assistant secretary for the private sector, also said: "U.S. Customs and Coast Guard Officers assist in the enforcement of quarantine orders. Other DOJ law enforcement agencies including the U.S. Marshals, Federal Bureau of Investigation, and Bureau of Alcohol, Tobacco, Firearms and Explosives may also enforce quarantines. Military personnel are not authorized to engage in enforcement."

Well, that's a relief. Interesting that it's too late to shut down the freekin border, but we've got this.

I just read on the CDC’s site that there are 64 laboratory confirmed cases in the US. They had it broken down by state. And an hour ago, the University of Delaware (son is a student) sent an automated message to me that there are 4 confirmed cases on campus now.

Why the swine flu?

At the time they told us, that since AIDS was incurable, it would not work to quarantine. I always thought it was the refusal to quarantine that allowed it to become epidemic.

When you think about it, it was primarily a gay and druggie disease until the blood banks refused to allow family members to give blood and thus the disease spread to people who had blood transfusions. I always believe that was deliberate, so that it would not be seen as a gay disease because everyone had it.

The non-quarantine of AIDS patients early on is a national disgrace. If they had done that, it could have been stopped I believe.

Some of these people are suggesting as most everyone in America takes precautions any way they can, it's just fine and dandy to allow tens of thousands of potential disease carriers into the U.S. daily at these Mexican border entry points, because it really don't matter anyway????

What would America rather deal with or try to manage, 2,000 sick and ill people, or potentially tens of thousand of potentially infected, entering the U.S. from Mexico every single day?
