Congressional Republicans who spoke with CNSNews.com on Thursday expressed concern that illegal immigrants who will be counted in the 2010 census could distort the apportionment of congressional districts.
House Majority Leader Steny Hoyer (D-Md.), however, told CNSNews.com that he does not know that there is a problem. And Sen. Tom Carper (D-Del.), chairman of the subcommittee that oversees the census process, said that while illegal immigrants contribution to the apportionment of congressional districts is a concern, it is a feature of the law.
The acting director of the U.S. Census Bureau, Thomas Mesenbourg, told CNSNews.com on Wednesday that the bureau intends to work with community organizations to ensure that all illegal aliens in the United States are counted in the 2010 Census.

I believe that the Constitution directs that a Census count all of the people, not just citizens. Congressional apportionment is made based on that count, so I don’t understand why that would be a distortion. It may be unfavorable to Republicans to be sure, but that’s what the Constitution says.
If you don’t like it, amend the Constitution.
I don’t know, but I intend to ask, afterall this (fairness is the basis) of the legitimacy of our system, training hasn’t started yet, it starts on the 8th.

Planners of the first U.S. decennial census in 1790 established the concept of “usual residence” as the main principle in determining where people were to be counted. This concept has been followed in all subsequent censuses and is the guiding principle for Census 2000. Usual residence has been defined as the place where the person lives and sleeps most of the time. This place is not necessarily the same as the person’s voting residence or legal residence. Also, noncitizens who are living in the United States are included, regardless of their immigration status.

All they need do is vote the “right way”. Soon all of Mexico will be able to vote in US elections—That is until the “New” Americans start to think for themselves and vote for the “wrong” people. Nope, not at all, unless things have been changed. At NO point in the census questionnaire is there a question asking about about legal status. There is a question about whether someone is a US citizen.
A portion of respondents are contacted again later by supervisors. Anyone trying to play immigration police is going to get fired very quickly from the census.
We will soon be electing illegals to congress.
The question of US citizenship is asked. My personal impression is that most people (who were likely illegal immigrants) were honest about answering the question. They’d immediately volunteer that they had a green card or something (legal status in the country is NOT asked, however.)
There’s no way for the Census to play citizenship police.

You’re quite correct. The Constitution/14th amendment makes no distinction between citizens and non-citizens in the count for apportionment.
The Census asks respondents citizenship data - the data exists. But it’s not used in apportionment.
As you note, if people don’t want non-citizens used in apportionment counts, a constititional amendment would be needed.
That’s the law as it stands.

It specifically refers to indentured servants, excluding non taxpaying Indians, including free persons, 3/5ths of “others” . . . counted as directed by law.
There is no mention of permanent illegals or occasional visitors here illegally.
What matters is what the current law directs. That is what JSDude1 will hopefully be directed to carry out.

Worse, the problem will be in the census nominee’s area of expertise ... [gu]estimating the “uncounted” folks statistically or, to put it in layman’s terms, “fat-fingering the outcome.”
Federal marshals conduct the first census by going door-to-door through the 13 states plus the districts of Maine, Vermont, Kentucky, and the Southwest Territory (Tennessee). The marshals record the name of every householder and count the occupants in each house. African-American slaves are counted as three-fifths of a person, and American Indians, who do not pay taxes, are excluded. The census is completed in 18 months at a cost of $45,000. The census counts 3.9 million people.
My point is simply that using the first census to support counting illegal aliens in the census doesn't seem a good way to support it.

California has six additional congressmen and electoral college votes due to past counts of illegals.
They have a net outward migration now of legal citizens, and would lose some congressmen, except that more illegals have come in since 2000.

I was thinking that the other day. Not just Obama though, we need to be rid of Congress, put them all in prison or something and start from scratch. I never imagined I would have such thoughts.
What an idiot. The count assumes you are here legally. Nope, it doesn’t say count only citizens, but it does not say count people here against current law! That means,in case you are totally brain dead, people who are here illegally!
I have a friend who is working to “canvas” our area here, who I asked about the potential exploitation and skewing the results of this census...
She does not believe there will be much of a problem this time...
She didn’t say that there would not be attempts to try and skew it up...
They are using a GPS device that “locates” and better defines residences and multiple residential dwellings to better prepare for the census workers to only poll those places already scouted out per her part of the job...
FWIW, I am still not totally sure it will go as smooth as she says it will...
BTW, the area we are talking about is heavily hispanic in East Houston...
I suspect by the time we get finished with this census...especially in the court system...this will likely be the last census conducted in America. The system is broke...and we’ve known this for several decades. We absolutely refuse to play national ID card game....which just adds onto the mess.
The issue in this census? If you look below the media and the talk....there is a major problem in cities like Memphis, St Louis, Detroit, Chicago, New Orleans and LA. Frankly...over the past decade...the inner city crowd has moved (maybe forty miles...maybe sixty miles)...but there are differences in the population structure of the inner cities. This census would force a vast redrawing of districts...which is what people are a bit worried about in heavily populated cities.
Detroit for example....will be a serious problem and they will have to include areas where a white-middle class population live...into formerly heavy democratic population centers. What was a guaranteed democratic representative, and a guaranteed minority representative...might not happen. This is the chief worry and reason why the census has to make up imaginary people in imaginary neighborhoods.
Just for the record...we told you so. DUH!

The concept of citizenship changed with the nativists of the 19th and early 20th century. Too many Catholics, Irish, and that kind of rabble.

There's nothing wrong with the job, if done honestly and without agenda. The problem comes when the census is manipulated.
