Exactly. Clearly everyone here seems to understand the "wrongness" of this, but can't see this in historic context. Ironically, anti-Monarchism is the root of America's sympathy for calls to soak the rich, for Populism.
An American President to bow to any monarch is akin to burning a flag.
At the opening ceremonies to the Berlin Olympic Games in 1936 the American team refused to follow the protocol of dipping the U.S. Flag as they passed in review by Adolf Hitler. Instead, they brought a disapproving frown from the Chancellor by merely removing their straw hats. There was a lot of frantic discussion about what American should do, since each had been raised to understand such basic protocol. When told what was expected, and what every national team was going to do, the team was in a real quandary.
Dipping the flag below that of any other, let alone allowing it to drag the ground, just was not an option.
A few decades ago this would have resulted in the sacking of the White House and an impeachment, and in short order.
The anti-monarchism in the Constitution is clear and deep and basic. The President's "no-big deal" gesture, in bowing to a foreign monarch, shows his ass to his real king - the American People. You can do one or the other but not both.
At least they are not holding hands.

No, she can't. American citizens do not bow or curtsy to foreign rulers. We are not their subjects. They do not rule over us. This is important, it is a big deal, it is not just meaningless symbolism. Nancy Reagan was vilified in the press for curtsying to the Queen. Having the actual POTUS bow to a Saudi King is an order of magnitude worse, IMO.
